SONATRACH National Company, Pipeline Transport Activity, Exploitation Division- East Transport Region Skikda, BP 49 Industrial Zone Hamrouche Hamoudi Skikda, issues a national and international open invitation to tender, concerning:

supply of spare parts for loading arms old and new oil port of the East Regional Directorate (RTE)

By every interested tenderer, on the presentation of a copy of the Trade registration, and in return of the payment of a non-refundable amount of 6000.00 DZD for Algerian companies or its equivalent for foreign ones.

The payment must be done through bank transfer to account RIB N° 002 000 85 85 085 60 017 44, open at the External Bank of Algeria (BEA), agency Site SH – Agency 85 Skikda (21000) Algeria, for the profit of SONATRACH, Regional Directorate East (RTE) Skikda.

For the foreign ones, the payment must be done by bank transfer to account IBAN N° 002 000 05 05032 64 124 59- SWIFT: BEXAL005, open at the External Bank of Algeria (BEA), Agency Site SH- Djenane El Malik Hydra-Alger (16000) Algeria, for the profit of SONATRACH.

The payment voucher for the specifications’ withdrawal (Bank voucher/ payment bail) must mandatory be in the name of the concerned company.

The submission mode of one single phase shall be applied in this invitation to tender.

In the title of this invitation to tender, the technical offers, with no indication to the price, and the financial ones, must be submitted simultaneously in two separate envelopes and distinctly identified, contained altogether in the same envelope, anonymous, sealed and carrying the mention:

Avis d’Appel d’offres National et International Ouvert N°32-TRC-EXP-RTE-SDT-ATR-25 ’’Offre Technique et Offre Financière’’. A ne pas ouvrir

In case the deadline coincides a public holiday or a legal day off, the offers can be deposited the following workday.

Every submission received after the deadline shall be rejected.

The technical offers must be assorted by a submission bail with an amount of 900.000.00  DZD, or its equivalent in foreign currency for foreign companies, with a validity duration equal to the offers’ validity duration, that is 180 days assorted by an additional period of 30 calendar days.

Every technical offer not containing the original submission bail shall be rejected.

The technical offers shall be opened in 09 weeks as of the date of the publication of this notice in the BAOSEM, in the presence of the tenderers’ representatives, which would like to attend the opening session that shall take place at:

The first 06 weeks as of the date of publication of this invitation to tender in the Baosem, shall be dedicated to the specifications’ withdrawal.

The last 03 weeks shall be determined for the offers’ submission.

The envelopes containing the financial offers shall be opened and examined in the presence of the tenderers who would like to attend, or their representatives duly appointed at the opening and examining session that shall take place at the date, the place and the time mentioned in the invitation which shall be addressed to the unique tenderers whose technical tenders are declared conform to the specifications’ requirements.

The tenderers keep bound to their offers for a period of 180 calendar days  from the date of the technical offers' opening.

Sonatrach may request to the tenderer to extend the validity duration of the offers and of the submission bail during the evaluation.
