The Company SONATRACH SPA, Exploration & Production Activity, Production Division, Rhourde Nouss Regional Direction located at BP 27 Hassi Messaoud – Ouargla launches a National and International Invitation to Tender for :

And this, no later than Forty-five (45) days calendar days from the date of publication of the notice of invitation to tender at Tender Notice Bulletin for the Energy Sector BAOSEM at 6:00 p.m., by all interested candidates, against payment of an amount non refundable of Eight thousand Algerian Dinars (8 000,00) DA for bidders under Algerian law and Sixty Euros (60,00) €, Seventy US Dollars (70,00) $ or Fifty-two Pounds Sterling (52,00) £ for foreign bidders. The payment will be made by transfer to the bank account N° 002 000050503264 125 56, opened with the Bank Foreign of Algeria "B.E.A". Agency N° 005, Djenane El Malik - Hydra - Algiers.

The proof of payments relating to the withdrawal of the tender file (Bank advice) must be drawn up in the name of the tenderer.

The proof of payment, the extract from the commercial register electronic or K-bis and the tenderer's contact details must be sent to the E-mail address mentioned above.

3. The submission mode in one (01) step applies to this Tender.

4. Under this invitation to tender, technical offers, without any indication of price and financial offers must be submitted simultaneously in two (02) separate envelopes contained in the same envelope, to the following address:

at the latest Sixty (60) days, at 6:00 pm, after the date of publication on the « Tender Bulletin of the Energy Sector ».

In the event that the closing date coincides with a statutory holiday or legal day of rest, the bids may be deposited the next business day.

The technical offers are accompanied by a bid guarantee in the amount of :

Three Thousand Eight Hundred Pounds (3800 GBP)

It will be issued by a bank under Algerian law, preferably a domiciliary bank of SONATRACH "Exterior Bank of Algeria located in Djenane El Malik - Hydra Wilaya of Algiers", covered by guarantee bonds issued by a first-rate foreign bank.

The validity period of which is equal to the validity period of the technical offers, one hundred and twenty (120) days from the opening date of the bids containing the technical offers, plus an additional period of Thirty (30) calendar days.

The original of the bid guarantee is submitted by the Bidder in the envelope containing the technical offer or deposited by the Bidder or his authorized representative, at the latest, the day of the Technical COP meeting and before the opening of bids technical proposals, subject to rejection.

N.B : SWIFT will not be taken into consideration.

5. The bids containing the technical offers will be opened in the presence of the tenderer representative(s) who so wishes at the opening session, which will take place at the following address:

The opening date of the bids will be at the latest thirty (30) days at 09h00 after the deadline for submission of bids.

The date and time of the opening session will be communicated to bidders who have withdrawn the DAO in an invitation sent to them by email or fax.

SONATRACH may ask bidders to extend the validity period of bids during the evaluation.

6. CONTENTS OF DOCUMENTS CONSTITUTING THE TECHNICAL OFFER:

The letter of submission of the technical offer valid for the entire duration of the process, according to the model attached to Section 3 "Document model";

The delegation (s) of powers of the signatory (s), the delegations of powers for the Groupings. This (these) delegation (s) must be given by the statutory bodies of the Bidder;

The declaration to be subscribed, according to the model attached to Section 3 “Document model”;

The confidentiality letter, according to the model attached to Section 3 “Document model”;

The general information file (CF.9.1.1 above, in Section 1: Instructions to tenderers);

The technical offer initialed with the words "Read and Accepted" on its last page ;

The draft contract initialed;

Comments and observations on the draft contract; "In the event that the Bidder has no comments, they must provide a document marked None";

Comments and observations on the Technical offer; "In the event that the Bidder has no comments, they must provide a document marked None";

Sonatrach's ethical rules, according to the model attached to Section 3 "Model documents", returned duly approved by the tenderer;

Professional Reference (at least Two (02) Contracts) similar to the supply subject of the call for tenders documents justified by Two (02) certificates of successful completion and/or two (02) copies of contracts completed with signed final acceptance reports;

Submission guarantee “Original Copy under penalty of rejection”, according to the model attached to Section 3 “Model of documents”;

The guarantee commitment of the ultimate parent company or of the shareholders in accordance with the model attached to Section 3 (Model document), if applicable;

Technical Data Sheets for the Supply to be delivered as part of this Tender File.

FOR THE BIDDER OF ALGERIAN LAW:

Copy of the authenticated articles of association of the company indicating the list of the main shareholders or partners;

Extract from the electronic commerce register bearing the activity code corresponding to the subject of the Invitation to Tender;

Certificate of legal deposit of corporate accounts, for commercial companies registered with the National Center of the Commercial Register;

Role extract (recent and cleared) or with a payment schedule;

Situation with regard to social security organizations (CNAS, CASNOS update, In accordance with Algerian regulations);

Tax identification card and/or tax registration certificate and/or NIF attribution certificate;

Financial situation of the Bidder including balance sheets and profit and loss accounts and the Statutory Auditor's reports for the last three (03) years certified by an auditor or an approved chartered accountant as the case may be;

History of past and current disputes "in the event that the Bidder has no disputes, he must provide a document marked None";

Original receipt for payment of withdrawal fees from the Tender Document.

FOR THE BIDDER OF FOREIGN LAW :

Copy of the authenticated Statutes of the company indicating the list of the main shareholders or associates of the Bidder certified by the Algerian Consular Authorities;

Extract from the trade register with certificate of existence or K-Bis, legalized and issued by the competent bodies;

Role extract (recent and cleared) or with a payment schedule;

Financial situation of the Bidder including balance sheets and profit and loss accounts and the Statutory Auditor's reports for the last three (03) years certified by an auditor or an approved chartered accountant as the case may be;

History of past and current disputes "in the event that the Bidder has no disputes, he must provide a document marked None";

Tax identification as oppropriate;

Certificate of non-bankruptcy;

Original receipt for payment of withdrawal fees from the Tender Document;

The company or business having with drawn the CAD electronically must send the original proof of payment in their envelops containing the technical offer.

7. The envelopes containing the financial offers will be opened and examined in the presence of the Bidders who wish to attend or their duly designated representatives during the opening and examination session of the financial offers which will take place on the date, at time and at the address mentioned in the invitation which will be sent only to Bidders whose technical offers declared comply with the requirements of the Invitation to Tender Documents.

8. Bidders will remain committed to their offers for a period of One Hundred and Twenty (120) calendar days from the date of opening of the envelopes containing the technical offers.
