SONATRACH, Exploration–Production, Production Division, Procurement and Transport Direction, located at 08 chemin du réservoir Hydra Alger–Algérie, invites to an open national and international call of tender in one step for the supply of:

Batch 2: Spare parts for valves & safety valves brand CROSBY, ANDERSON GREENWOOD & TYCO
Batch 3: Spare parts for safety valves brand DRESSER & NUOVO PIGNONE
Batch 4: Spare parts for safety valves brand MOTOYAMA
Batch 5: Spare parts for valves & safety valves brand TAI
Batch 6: Spare parts for safety valves brand SARASIN
Tenderers can withdraw specifications at the following address:

Against payment of a fee of:
One hundred Euros (100 €), for foreign tenderers,
Twelve thousand Dinars (12 000 DA), for national tenderers.

The amount paid for the withdrawal of the tender bid and all the related costs are not refunded under any circumstances.
The amount paid for withdrawal of the tender documents is mandatory in the name of the tendering company.
Specifications shall be submitted only to the representative duly appointed by the tenderer which would like participate in this invitation to tender.
The candidates on the blacklist of companies in the sector of energy and mines cannot withdraw the tender bid.
The bidding process will be in one stage with simultaneous delivery of the technical offer and the financial offer. The bidder has the option to make an offer for one or more batches at a time.
Interested companies can bid for one batch or all batches at once. The bidder must bid for all items of the same batch.
The technical tenders, with no reference to price, and financial tenders must be simultaneously sent under two separated covers in the same anonymous envelope, either by Post office or by a Holder, to the following address:

Under this invitation to tender, the technical tenders, with no reference to price, and the financial tenders and the documents required by the tender bid must be sent in two inner sealed separate envelopes (Cover n°1: Technical offer, cover n°2: financial offer) contained in a single external anonymous an sealed envelope, exclusively with the following indication:

Only the inner envelopes will mentioned the initials, name and address of the tenderer, to allow the Contracting structure to return the unopened sealed offer, if it was declared "off limits"
The deadline of withdraw of the specifications is fixed to twenty (20) days before 3 p.m. before the deadline for receipt of tenders indicated below.
The deadline for receipt of requests for clarification shall be ten (10) days before the date of submission of tenders indicated below.
The deadline for submission of bids is fixed to (60) days from the first publication (Paper version) of the hereby bid notice in the bulletin of Energy area (BAOSEM).
If the closing date for submissions falls on a holiday and / or a legal holiday, the folds can be deposited the next business day.
Any tender received after the deadline for submission of the tenders will be considered null and void; the seal of receipt of the Central Office Order of the Production Division shall prevail.
Any tenders received after 15:00, local time, during the date of the deadline for submission of bids will be considered null and void.
The technical bids shall be accompanied, in order to avoid its rejection, by a bid guarantee in favor of Sonatrach:
Foreign bidder
The bidder will put in place a bank bid guarantee by batch established by a first class Algerian bank, whose head office is preferably located in Algiers and against guarantee by a foreign bank, in favor of Sonatrach. Production Division – 8, Chemin du reservoir - Hydra– Algiers.
Bidder under Algerian law
The bidder under Algerian law will put in place a bank guarantee of bid by batch established by a bank under Algerian law, in favor of Sonatrach. Production Division– 8, Chemin du reservoir - Hydra–, Algiers.
The amount of the bid guarantee to tenderer subject to Algerian law and foreign bidder shall be as follows:

The bank bid bond must be issued for a term of one hundred twenty (120) days from the date of bid opening technical bids with an additional period of thirty (30) calendar days.
The envelopes containing the technical bids will be opened in presence of the representatives who wish to be present at the opening session.
The date, time and location will be specified by fax to all bidders withdrew the bid.
The envelopes containing the financial bids will be opened and examined in the presence of bidders who wish to attend or their duly appointed at the opening and examination of financial bids to be held on the date meeting representatives at the time and at the address mentioned in the invitation addressed only to bidders whose technical tenders declared as satisfying the requirements of the tender specifications.
Tenderers will remain committed by their offers during a period of one hundred twenty (120) days, with an additional period of thirty (30) calendar days from the date of opening of technical bids.
