The national company SONATRACH, Transport Activity by Pipeline, Exploitation Division, Regional Direction of Béjaïa, issues a national and international open invitation to tender N°11/RTC/MTD/2025 related to:

The Tender document may be withdrawn from the address below, within a period of forty-five (45) days, as of the publication date of the present invitation to tender in the Baosem, (from June 30th,2025 to August 13th,2025), on presentation of a copy of Trade Register and the receipt of the transfer of a non-repayable sum of five thousands Algerian Dinars (5 000 DA) or the equivalent of this sum in a convertible foreign currency, in SONATRACH bank account N° 002 000 410 412 200 009/95, opened at the External Bank of Algeria (BEA), Agency n° 41, located in Boulevard KRIM Belkacem, Béjaïa :

The preparation period of Tenders is set in sixty (60) days, as of the publication date of the present invitation to tender in the Baosem, (from June 30th 2025 to August 28th,2025 at 04:00 p.m.).
The Offer’s submission deadline is August 28th,2025 at 04:00 p.m.
The tender is carried out in a one-phase submission mode.
The bidders must transmit the technical tenders with no reference to the price, and the financial ones simultaneously in two (02) separate folds and contained in the same fold, at the guard post of the headquarters of the Regional Direction (Béjaïa).
The opening session of the bids containing the technical offers will take place on September 01st,2025, at 10h00 a.m.
The folds must include the following information:

The Technical Offers must be accompanied by a bank bid guarantee whose period of validity is equal to the period of validity of the Offers (i.e. one hundred and eighty (180) days) as of the closing date for the bids receipt), accompanied by an additional period of thirty (30) calendar days, for a required amount of three hundred fifty thousand Algerian Dinars (350 000.00 DA) or the equivalent of this sum in a convertible foreign currency.
The bid guarantee may be submitted by the bidder or his authorized representative on the day of the opening session and before the opening of the Technical Bids.
After examining and evaluating the Technical Offers, the bidders whose Offers have been deemed to comply with the requirements of the Tender Documents will be invited to the opening meeting of the tenders containing their financial offers, by videoconference.
The bidders will remain committed to their offers for a period of one hundred and eighty (180) calendar days as of the closing date for the offer’s receipt.
If the last day of the deadline for Tender File withdrawal or offers’ submission coincides with a public holiday and/or a legal day of rest, the date will be postponed to the following working day.
