The National Company of Big Oil Works (ENGTP), presented by the Engineering Directorate issues a national and international open invitation to tender regarding:

Supply of steel plates for atmospheric storage tanks with fixed roofs, for storing gasoline, diesel fuel and Jet A1.

For the project: "EPC CONSTRUCTION OF A NEW FUEL STORAGE FACILITY IN BECHAR".

The Tender Documents may be withdrawn from the above address, by every interested tenderer, in 21 days utmost, as of the publication of this notice in BAOSEM, upon presentation of a nominative commitment on paper with company letterhead to the person authorized to withdraw and proof of payment of a non-refundable amount of:

Objet : Fourniture De Tôles Pour Réservoirs Atmosphérique A Toit Fixe De Stockage Carburants ESSENCE, GASOIL et JET A1

Dans le cadre du projet : RÉALISATION EN EPC D’UN NOUVEAU DEPOT CARBURANT A BECHAR.

No later than 45 days as of the date of publication of this invitation to tender in BAOSEM.

Technical offers are accompanied by an offer guarantee in the form of a Submission bail in the amount of:

The validity period of which is equal to the validity period of the OFFERS, i.e., (180) days as of the date of technical offer’s opening, in addition to an additional period of (30) calendar days.

The submission bail is an integral part of the technical offer.

The submission bail may be submitted to the offer’s opening committee by the tenderer or their authorized representative on the day the technical offers are opened.

The offers will be opened in the presence of the tenderer(s)s' representatives who so wish at the opening session at the above-mentioned address, the date of which will be communicated to them by invitation letter.

tenderers will remain engaged to their offers for a period of (180) calendar days as of the date of technical offers’ opening.

tenderers whose technical offers have been declared compliant will be invited to submit a financial offer.

The offers, during the second stage, will be opened in the presence of the representative(s) of the tenderers who wish to attend the opening session, which will be communicated to them by invitation letter.

Conditions of eligibility:

The tenderers must meet the qualification criteria for performing the contract based on the following:

The manufacturer/supplier must have at least two (02) years of experience in manufacturing the requested product for use under similar climatic conditions (the tenderer must provide certificates of satisfactory performance).

Professional references in the relevant field.

The technical capacity and experience criteria will be used to determine whether the supplier has the capability to perform the contract satisfactorily.

The tenderer must provide, by client name, professional references for contracts similar to those described in the tender documents that the bidder has successfully completed. Such references must include, as a minimum:

The client's name;

The location and timeframe of the services provided;

Certificates of satisfactory performance duly signed by the respective clients.

NB:

The references in points 1 and 2 must be provided in a document bearing the supplier's letterhead and signature.

Technical offers must be accompanied by the regulatory documents listed in the specifications.

And any other information or documents to be provided by tenderers, if specified in the DAO. tenderers use, in particular, for this purpose, the corresponding documents and models included in the tender file.

The documents mentioned are mentioned on the DAO in article IS: 7.2

Technical offers must contain the following documents:

The technical offer submission letter;

The declaration to be signed;

The integrity declaration;

The confidentiality declaration;

The submission bail (guarantee) containing the minimum required information and amounting to the sum indicated in the table above:

Stated in Algerian Dinars and issued by an Algerian bank for Algerian tenderers;

Stated in a freely convertible foreign currency and issued by an Algerian bank, counter-guaranteed by a reputable foreign bank for foreign tenderers;

The general information file and the administrative file, as detailed in sections 10 and 11 below;

The technical offer itself, including the relevant contract documents, particularly those demonstrating the tenderer’s qualifications, certifications, approvals, implementation plans and methodology, proposed technical solution, and experience;

Any observations and/or comments on the technical offer in relation to the technical specifications;

The power of attorney (or authorizations) of the signatory(ies), and that of any consortium members, authorizing the signatory(ies) to bind the tenderer;

The undertaking to provide a guarantee from the ultimate parent company or majority shareholders, if applicable;

The code of ethics, duly initialed with the statement "read and accepted";

The draft contract, signed and initialed on each page;

The manufacturer's authorization(s);

The declaration of acceptance (DAO), with the statement "read and accepted" on the last page;

The tenderers must submit the following general information with their technical proposals:

Details of their organization and structure, including for each member of a joint venture or consortium;

Documents relating to their qualifications in the field covered by the contract, as well as professional references;

Details of their current and projected workload;

ISO certification or equivalent, company quality management plan and/or qualification certificate;

Documents demonstrating the qualifications and experience of key personnel;

Documents demonstrating their financial, technical, and production capabilities necessary to perform the contract;

tenderers must also submit the following administrative documents with their technical proposals:

For Algerian tenderers:

The articles of association and the list of principal shareholders or partners. For foreign tenderers, these documents must be certified by the competent authorities of their country;

The extract from the electronic trade register or the craftsperson's license for artisans;

The tax identification number (TIN), for Algerian bidders; for foreign tenderers without a permanent establishment in Algeria, a tax residency certificate issued by the tax authorities of their country;

The certified tax statement for Algerian tenderers;

For tax statements showing outstanding tax liabilities, the tenderer must provide a payment schedule or a legally authorized payment deferral issued by the competent tax authority;

A certificate of compliance with social security obligations for both national and foreign bidders who have worked in Algeria;

The bidder's criminal record extract (for natural persons), if required in the tender documents;

A certificate of filing of the annual financial statements with the National Trade Register for companies registered with the National Trade Register;

Balance sheets, income statements, notes to the financial statements, bank references, auditor's reports for the last three (3) years, and any other financial documents, unless otherwise specified in the tender documents;

A history of past and ongoing disputes with all clients;

A power of attorney for the authorized signatory to act on behalf of the tenderer in this tender. This must be an original document, dated and signed by the tenderer;

A copy of the receipt for payment of the tender document fee, issued in the name of the tenderer.

For foreign tenderers:

Company statutes and list of principal shareholders or partners, certified by the competent authorities of their country;

Extract from their electronic trade register, certified by the Chamber of Commerce;

Up-to-date tax status documentation from the countries where their registered offices are located;

Social security compliance certificate;

Tax residency certificate issued by the tax authorities of their country for foreign bidders who do not have a permanent establishment in Algeria;

Tax identification number (TIN) for foreign tenderers who have a permanent establishment or have worked in Algeria;

Financial statements of the bidder, including balance sheets, income statements, and auditor's reports for the last three years;

History of past and ongoing legal disputes;

Criminal record extract for natural persons;

Power of attorney of the authorized signatory acting on behalf of the bidder and binding the company or entity to the contract described in this tender document. This document must be original, dated, and signed by the bidder;

Copy of the receipt for payment of the tender document fee, issued in the name of the tenderer.
