TENDER

The Company GCB /Direction Achats, Zone industrielle Oued Smar, whose tax identification number is 000035072294694 issues a National and International open invitation to tender for:

Supply of :

LOT 01 : Two (02) mechanical haul-offs.

LOT 02: One (01) rail striker.

LOT 03: Two (02) rail drilling machines.

LOT 04: Two (02) rail cutting machines.

LOT 05: Two (02) hydraulic rail tensioners.

LOT 06: Two (02) rail deburring machines.

LOT 07: Two (02) rail profile grinders.

Tenderers interested in this invitation to tender may obtain the specifications from GCB - Purchasing Department -  from the date of its publication on the BAOSEM with the presentation of a letter of accreditation and against a non-refundable payment of the sum of Five Thousand Dinars (5000 DA) per lot for tenderers under Algerian law to the bank account of GCB /Direction Achats BEA N° 002 00082 0822200553 /63 agence Rouïba EL KENZ and of Fifty Euro (50€) per lot for tenderers under foreign law to the bank account of GCB /Direction Achats BEA N 002000 82 82 120000 11-. 92 agence Rouiba EL KENZ .

The single-stage bidding procedure applies to this invitation to tender.

The deadline for submission of bids by tenderers or their duly authorized representatives is thirty (30) days from the first publication of this invitation to tender in the BAOSEM.

Under this invitation to tender, technical offers, without any indication of price, and financial offers must be submitted simultaneously in two separate envelopes contained in the same envelope, to the following address:

Eligibility requirements are :

-Meet the technical requirements of the specifications.

- Justify the existence of a permanent after-sales service in Algeria with maintenance workshops, a PDR warehouse and sufficient human and material resources to efficiently handle all the equipment covered by the call for tenders.

- In the case of subcontracting with a local after-sales service, the contract or agreement between the bidder and the local after-sales service must be attached, together with a copy of the trade register.

- The bidder must make its after-sales service available to the purchaser for a minimum period of 10 years, even after production has ceased.

- At any stage of the tendering process, the contracting body may carry out a supplier audit to assess and ensure the capacity of the after-sales service.

- Justify your professional references with contracts or certificates of good performance.

Warranty period :

- Twenty-four (24) months from the signing of the provisional acceptance report for the equipment.

-Delivery period for supplies for each batch:

Three (03) months CFR incoterm 2020 Algerian port of destination from the effective date of this contract.

-For algerian tenderers:

four (04) months on site Oued Smar (Algiers) after entry into Force

Documentation to be supplied :

- Spare parts catalog and CD ROM in French.

- Repair and workshop manual in French.

- Operation and maintenance manual in French.

Training and assistance :

-Training by a highly qualified technician on the purchaser's site for operators for one week.

- Technical assistance throughout the warranty period.

List of required parts :

- The letter of submission of the technical offer valid for the entire process; 2-The delegation(s) of authority of the signatory(ies), the delegations of authority for Groupings;

- Commitment to provide a guarantee from the ultimate parent company or shareholders;

- Bank guarantee issued by an Algerian bank.

- (The absence of the bid guarantee constitutes grounds for rejection).

- Swift is not accepted.

- The letter of commitment, following the attached model, duly signed by the bidder.

- The signed declaration to be subscribed.

- The general information file including the administrative file.

- The technical offer, signed and sealed.

- Observations and/or comments on the technical file;

- The initialled and signed draft contract;

- Manufacturer's authorization(s);

- Certificate(s) of origin;

- Initialed the specifications and signed the last page of the specifications with read and approve.

Administrative file :

- Company articles of association and list of principal shareholders or associates, certified by the legal authorities of their country;

- Extract from the company's trade register, including electronic code; otherwise your offer will be rejected.

- Up-to-date tax situation in Algeria and in countries where the company has its registered offices;

- Social security status in Algeria;

- Bidder's financial situation, including balance sheets, income statements and auditor's reports for the last three years.

- History of past and current litigation, if any;

- Extract from the criminal record for individuals;

- Power of attorney of the signatory authorized to act in the name and on behalf of the bidder and binding on the company or firm for the performance of the contract covered by these specifications. It must be original, dated and signed by the bidder;

- Copy of the receipt for payment of the contract documents withdrawal fee.

- Copy of a valid excerpt from the company register.

Technical bids from national bidders must be accompanied by a bank guarantee in the amount of :

Technical offers from foreign bidders must be accompanied by a bank guarantee in the amount of :

LOT N°01 : 800,00 € or $ 

LOT N°02 : 300,00 € or $

LOT N°03 : 320,00 €  or $

LOT N°04 : 225,00 € or $

LOT N°05 : 1 200,00 € or $

LOT N° 06 : 600,00 € ou $

LOT N° 07 : 600,00 € ou $

Whose validity period is equal to the validity period of the bids, i.e. 180 days, plus an additional period of 30 calendar days.

The date and time of the bid opening will be communicated.

The bids containing the technical offers will be opened in the presence of the bidder's representative(s) who wish to attend the opening session, which will take place at the following address: GCB-siège social : Prolongement Bd de l'ALN, BP 110 Boumerdes.

The date and time of the bid opening will be communicated to bidders at a later date.

The deadline for submission of bids is thirty (30) days from the date of publication of the tender notice on BAOSEM.

The envelopes containing the financial offers will be opened and examined in the presence of the bidders who wish to attend or of their duly appointed representatives at the opening and examination of the financial offers which will take place on the date, at the time and at the address mentioned in the invitation which will be sent only to the bidders whose technical offers have been declared compliant with the requirements of the tender documents.

Tenderers will remain bound by their offer for a period of One Hundred and Eighty (180) calendar days from the date of tender submission.

N.B.: The contracting entity may decide to terminate the bidding process at any time prior to the final award of the contract.
