NATIONAL AND INTERNATIONAL OPEN INVITATION TO TENDER

N° 04/MNB/ETI/2025/EXP

Sonatrach Company, Pipeline Transportation Activity, Maintenance Division, Maintenance Directorate Biskra/ Zone industrial Zone  Biskra- Algeria, issues a national and international open invitation to tender N° 04/MNB/ETI/2025/EXP , regarding:

Supply of two (2) high-voltage winding kits in two (2) batches:

Batch No. 1: High-voltage winding kit for the JS-1500KW electric motor of the MP58 generator set at the Skikda arrival terminal.

Batch No. 2: High-voltage winding kit for the SW-1120KW electric motor of the GEP-3 generator set at the SP1-OT1/RTI station in In Amenas.

The Specifications may be obtained by any interested candidate upon payment of a non-refundable amount of 6,000.00 DZD for national tenderers, or 50 euros or its equivalent in another foreign currency for foreign ones, and an electronic copy of an extract from the electronic commercial register or equivalent document bearing the relevant job title code.

For tenderers registered under Algerian law, payment must be made by bank transfer to account number 002000 56 56 0 56 62325 38 held at BEA, Biskra branch, 07000, Algeria.

For foreign tenderers, payment will be made by bank transfer to account No. 002000 56 56 0 56 62325 38 BIC: BEXADZAL, opened with the BEA agency in Biskra 07000, Algeria.

Proof of payment and a copy of the electronic trade registration (or equivalent) showing the relevant job code must be submitted no later than (21) calendar days before 3:00 PM as of the date of publication of this notice in the BAOSEM.

The proof of payment must clearly indicate the reference number of the tender to be withdrawn and must include the name or company name of the tenderer.

The email address used by the tenderer to send the proof of payment and the copy of the trade registration (or equivalent) will be used as the email address for all correspondence.

Upon receipt by SONATRACH of proof of payment and a copy of the electronic trade register (or equivalent) at the email address mentioned above, the Specifications will be sent to the tenderer.

The single-stage submission procedure applies to this Invitation to Tender.

For this Invitation to Tender, technical offers without any price indication and financial offers must be submitted simultaneously in two separate envelopes contained within a single outer envelope, to the following address:

The deadline for receipt of offers is set at 45 calendar days as of  the date of publication of this Invitation to Tender in the BAOSEM.

Technical offers must be accompanied by a submission bail of:

For batch 01 :

For algerian tenderers an amount of 300.000.00 DZD

For foreign tenderers an amount of : 2 000,00 € or 2 300,00 $

For batch 02 :

For algerian tenderers an amount of 300.000.00 DZD

For foreign tenderers an amount of : 2 000,00 € or 2 300,00 $

For other foreign currencies, the equivalent value will be calculated according to the exchange rate in effect on the date the submission bail is issued.

The validity period of the submission bail is set at 180 days as of the offers’ submission deadline, plus an additional 30 days.

If the last day of the offers’ submission deadline coincides with a public holiday or ordinary day off, the deadline will be postponed to the next working day.

The offers will be opened in the presence of the tenderer's representative(s) who so wish, provided they have a power of attorney or authorization, at the public opening session to be held at the following address:

The submission bail may be submitted by the tenderers on the day of the opening of the technical offers.

tenderers shall remain engaged to their offers for a period of (180) calendar days as of the date of the offers’ opening.

tenderers whose technical offers are declared compliant will be invited to attend the opening of the financial offers.
