National and International Open Invitation to Tender

The National Company of the Big Oil Works (ENGTP), Logistics Central Directorate, located at: Réghaia B.P 09 W. Algiers, issues a national and international open competitive invitation to tender, concerning:
Supply of nine (09) vehicles PICK UP double cabins 4x2 with a batch of spare parts of 1st emergency
The tenders’ package can be withdrawn at the following address:

By all the interested tenderers, in return of the payment of a non-repayable amount of:
For the Algerian tenderers:
Twelve thousand Algerian Dinars (12 000 DZD), effectuated in cash at the Finance and accounting Directorate GTP/ Réghaia, in return of a payment voucher, or by bank transfer to account ENGTP n°: 00200012120326220967, External Bank of Algeria, Agence Amirouche N°: 012, 83 rue Didouche Mourad, Alger.
For the foreign tenderers:
One hundred Twenty Euros (200.00€), by bank transfer to account ENGTP N° 00200012120326220967, External Bank of Algeria, Agence Amirouche N°: 012, 83 rue Didouche Mourad, Alger.
The single-step mode is applied to this invitation to tender.
Concerning this invitation to tender, the technical tenders, with no reference to the price and the financial ones must be put simultaneously into two separated envelopes, contained in the same envelope, at the address mentioned above, carrying the mention “à ne pas ouvrir”.
The eligibility conditions are (See Tender’s Package Section) (IS: 1.4):
Criteria of qualification: the tenderers’ choice is done on the basis criteria listed below which are:
Healthy financial situation;
Material that is conformed to the mines requirements and to the Algerian law (Delivery of a commitment letter for the supply of the required documents by the Algerian law, and also what is required in the technical specification’s canvas);
The supplier must acquire the necessary means in Algeria in order to assure the Post-Sale Service and assure the sale of spare parts for wear and preventive servicing;
Delivery of sales references (in the desert environment) for the suggested machine model, certifying its reliability (Any sales reference of a machine model other than the one proposed is of no use in the evaluation of the technical tenderer's and it is considered incomplete)
The sale references certificates for the suggested model, certifying its reliability must be established by at least 3 different clients.

The delegation (s) of power for the signatory, the delegation(s) of power for the Groupings;
The submission bail according to the model that is defined in Section 3, equal to the amount that is mentioned in the tender’s package;
The commitment letter, following the defined model in Section3, duly designated by the tenderer;
The declaration to subscribe, following the defined model in Section3, duly designated by the tenderer;
The ethical rules duly initialed and approved by the tenderer;
The parent company’s commitment;
General information file, including the administrative file as detailed in the Tender’s Package (IS 9.1.2);
The technical offer as detailed in the Tender’s Package (Section 04 Technical File);
The observations and/ or the comments on the technical file;
The comments and suggestions on the contract project;
The confidentiality letter, following the defined model in Section 3, duly signed by the tenderer;
The submission letter of the technical offer, following the defined model in Section 3, duly signed by the tenderer;
The manufacturer(s) authorization(s);
The specifications and contract project approved and initialed;
The tender’s package carrying, at the last page, the mention “Read and accepted”.

The financial offer, simultaneously submitted with the technical one must be accompanied by documents listed below:
the letter of submission of price, according to model defined in the tender’s package, initialed on all its pages and signed;
Price decomposition and / or price schedules duly completed by the tenderer;
The delegation of powers empowering the signatory (s) of the offer to bind the tenderer.
The technical offers as well as the financial ones must be accompanied by the regulatory documents listed in the specifications.
Tenderers must fulfil all the condition of eligibility mentioned in the tender’s package.
The closing date for the technical and financial offers’ submission is 30 calendar days as from the publication date of the present notice in the BAOSEM.
Only the receipt stamp of BOG (General Courier Service) stamped on the envelope makes faith
In the case where the closing date coincides a holiday ,the folds will be submitted the nesxt working day
The technical offers are assorted by a submission bail of 600 000,00DZD for the Algerian tenderers and 6000.00 € for the foreign ones, with a validity period equal to the validity period of the tenders, that is 120 days assorted by an additional delay of 30 calendar days.
The technical offers’ envelopes shall be opened in the presence of tenderers’ representative (s) which would like to attend the public offers opening session which shall take place at the above address; the date will be communicated later.
The financial offers’ envelopes shall be opened and examined in the presence of tenderers which would like to attend the offers opening session or their representatives duly authorized during the financial tenders opening and examination session which shall take place at the date, time and address mentioned in the invitation which shall be directed to only tenderers whose technical offers declared conformed to the tender package requirements.
Tenderers shall remain bound by their offers for a period of one hundred twenty (120) calendar days as of the technical tenders opening date.
