National and International Invitation to Tender

SONATRACH, RPC Activity, Refining Exploitation Division, Skikda Refinery (RA1K) issues a national and international open invitation to tender N°RA1K/W/002/2025, in a single step, concerning:

Supply, supervision and commissioning of two (02) maritime loading arms for aromatics 1800-b-119/120 with spare parts at the new refinery port of Skikda

Or by email: spm_ra1k@sonatrach.dz ,In a period of 35 days utmost as of the date of the publication of this invitation, by every interested tenderer, in return of the payment of a non-repayable amount of 5000 DZD or 50 €, by presenting a copy of the electronic trade register.

The payment shall be operated by a bank transfer to Skikda Refinery/RA1K:

Proof of payment relating to the withdrawal of the Specifications (Bank notices) must be in the name of the tenderer.

The tendering mode in a single step applies to this invitation to tender.

In this invitation to tender, the technical offers, with no reference to the price, and the financial ones must be submitted simultaneously in two separate envelopes, contained in the same envelope, at the following address:

The technical and financial offers’ submission deadline is determined in 45 calendar days as of the date of publication of this notice in the Baosem. If the last day of the offers’ submission deadline coincides a day off, the date shall be postponed to the following workday.

The technical offers are assorted by a submission bail with an amount of 7.000.000.00 DZD for Algerian tenderers, and and 49.000 € for foreign ones.

 The validity duration of the submission bail is equal to the offers’ validity duration, that is 180 calendar days assorted by an additional period of 30 calendar days.

 the submission bail can be submitted by interested candidates on the day of opening of technical offers.

The envelopes containing the technical offers shall be opened in the presence of the tenderers’ representatives who would like to attend to the opening session that shall take place at the following address:

The date and time shall be communicated in an invitation letter addressed to the tenderers participating in this invitation to tender.

The envelopes containing the financial offers shall be opened in the presence of the tenderers who would like to attend or their representatives duly designated that shall take place at the date, time and addressed mentioned in the invitation that shall be addressed to only the tenderers whose technical offers are declared conform to the specifications’ requirements.

The tenderers keep engaged to their offers for a period of 180 days as of the date of the technical offer’s opening.
