No later than April 22^nd, 2026, at 15:00 PM, any interested candidate must submit, upon presentation of a copy of the extract from the electronic trade register in the field of activity covered by this tender, the candidate's official stamp, a power of attorney (if applicable) signed by the responsible party, and proof of payment of Ten Thousand Algerian Dinars (10,000.00 DZD), non-refundable for Algerian tenderers, by bank transfer to SONATRACH account No. 002 000 81 08 122 000 80/14, or Seventy Dinars (€70.00) for foreign tenderers, by bank transfer to BEA, Djenane El Malik Agency, Hydra, Algiers. No. 00 2000 05050 3264 12459.

Proof of payment for the withdrawal of the tender documents (Bank Advice/Cash Payment Slip) must be made out in the name of the tenderer and include the Tender Document references.

The tender mode in a single stage applies to the present invitation to tender.

In the present invitation to tender, the technical offers, without any price indication and financial offers must be submitted simultaneously in two separated envelopes in contained within a single outer envelope, The outer envelopes must bear only the title of the contract indicated in the Tender Documents, the title and number of the Invitation to Tender, and the inscription: « Offre Technique et Offre de prix - Ne pas ouvrir » ; to the following address:

Technical offers must be accompanied by a submission bail of Six Hundred Thousand Algerian Dinars (600,000.00 DZD) for Algerian tenderers, or the equivalent in foreign currency for foreign tenderers. This submission bail must be issued by an Algerian bank and counter-guaranteed by a first-class foreign bank for foreign tenderers. which validity period is equal to the offers’ validity period, i.e., One Hundred And Eighty (180) days, plus an additional period of Thirty (30) calendar days as of the date of the technical offers’ opening.

Micro-enterprises incorporated under Algerian law and created under the ANADE system are exempt from the requirement to provide a submission bail.

It is possible to the tenderer to deposit the original submission bail on the day of the technical offers’ opening.

If the last day of the offers’ submission deadline falls on a public holiday, the date will be extended to the next business day.

Any offer received after this deadline will be rejected.

The envelopes containing the technical offers will be opened no later than June 11^th, 2026, at 10:00 AM in the presence of the tenderer's representative(s) who wish to attend the opening session mentioned in the invitation that will be sent to candidates who have withdrawn the Tender Documents.

The envelopes containing the financial offers will be opened and examined in the presence of the tenderers who wish to attend, or their duly authorized representatives, at the financial offer opening session to be held on the date, time, and address indicated in the invitation. which will be sent to only tenderers whose technical offers are declared conform with the requirements of the Tender Documents.

Tenderers shall remain bound by their offers for a period of One Hundred and Eighty (180) days as of the date of opening of the technical offers.
