The Algerian Electricity and Gas Company – Gas Transport issues an open national and international invitation  to tender regarding

 The acquisition of three hundred (300) tons of tetrahydrothiophene for the odorization of natural gas

The invitation to tender process will be conducted in two (2) phases. Interested tenderers will be required to submit a technical offer and a financial offer in a single submission on the day of the offers’ opening.

The financial offer must be submitted in a separate envelope from the technical offer envelope.

Upon payment by bank transfer of the sum of 10,000.00 DZD to the account of the Algerian Electricity and Gas Company - Gas Transport, held at the National Bank of Algeria, Branch 00637 Gué de Constantine, Algiers, account number: 001 00637 0300 000 005 95.

Foreign tenderers may withdraw the tender’s file upon presentation of a non-refundable SWIFT transfer confirming payment of (€100.00).

The tender specifications will only be provided to representatives duly authorized by companies wishing to participate.

Technical and financial offers, along with the documents required in the tender specifications, must be submitted to the address below on the same day as the opening of the technical and financial offers, in a double sealed and anonymous envelope bearing the following mention:

« Appel d’Offres National et International ouvert N° 03. Sonelgaz-Transport du Gaz/DMT/Pole BBO/2026, à ne pas ouvrir que par la commission d’ouverture des plis ».

Technical and financial offers must be accompanied by the original submission bail, the amount of which must exceed one percent (1%) of the tenderer’s estimated offer amount.

The tenderer’s administrative file must contain the following documents:

• In the case of a consortium, each member of the consortium must submit their own administrative file.

• The company's articles of incorporation (legal entity).

• A list of the principal managers and shareholders of the company(ies).

• A power of attorney for the person authorized to enter into the contract.

• A commercial register entry in the relevant field of activity or an equivalent certified document.

• Financial statements and profit and loss accounts for the last three (3) years.

• Tax certificates.

• A certificate of legal filing of the company's accounts, for commercial companies with legal personality under Algerian law.

• The tax identification number (NIF) for national tenderers and foreign ones who have previously worked in Algeria.

• Certifications for the consortium if applicable.

• References from the largest clients who have used its services, both abroad and in Algeria. (In the case of a consortium, each company must provide its references.)

• The company's bank details.

• An extract from the criminal record of the tenderer if an individual, and of the manager or CEO if a company; this provision does not apply to foreign companies not resident in Algeria.

• Manufacturers' group agreement, duly signed by the authorized representatives of the members (in the case of a group), with an official translation certified by the consular services, defining the nature and objectives of the group, the full identity of each member, the lead member, the management structure, each member's contribution to manufacturing, the bank account(s) for payment, and the provisions in case of default or withdrawal by any member.

• For distributors, provide a marketing authorization issued by the manufacturer in response to the tender for the product offered or a valid approval.

• The certificate of origin issued by the relevant chamber of commerce and industry.

• A valid copy of the tax assessment notice.

• A valid social security certificate.

The provisions of the last two points do not apply to foreign tenderers not resident in Algeria.

Note: The documents listed above are required according to the legal structure of the bidding company.

No identifying marks of the tenderer may appear on the outer envelope, under penalty of rejection.

The deadline for submitting offers is set for June 01^st, 2026 between 9:30 a.m. and 10:00 a.m. (local time), and the public opening of the offers will take place immediately thereafter.

tenderers will remain engaged to their offers for (120) days as of the date of the offers’ opening.
