NOTICE OF CALL FOR NATIONAL AND INTERNATIONAL PREQUALIFICATION

N°34/2023/NAFTAL/D.PBH

The National Marketing and Distribution Company of Petroleum Products – NAFTAL SPA, Blending Oils Unit Project Directorate, Route des dunes BP 73 Chéraga - Algiers - Algeria launches an national and International Prequalification Call relating to :

The constitution of a short list of manufacturers of blending units for oils and greases

Prequalification Call Document can be withdrawn by an authorised person, as soon as this notice appears in the Bulletin of Invitations to Tender at the Energy and Mines Sector (BAOSEM), from :

NAFTAL/SPA

Central Directorate for Audit and Market Regulations.

Against the payment of a non-refundable amount of Four Thousand Algerian Dinars (4,000.00 DA) for the Algerian companies, or Twenty-Five (25) Euros for the foreign companies. The payment will be carried out by transfer to the bank account of Banque Extérieure d'Algérie, Agency located at the headquarters of NAFTAL / Chéraga.

In addition, candidates can receive, after payment, the Call for Prequalification document in electronic format, by sending their request to the following address

The Call for Prequalification Document will be sent to the applicant by return e-mail as soon as the payment slip for the above-mentioned amount has been received.

The application Document must be submitted in three (03) copies and placed in a sealed envelope containing the above-mentioned documents, bearing only the following mentions :

The company name and the name and address of the applicant

This envelope will be placed in an anonymous outer envelope, also sealed, bearing the following information :

The application documents must be submitted at the General Management at (B.O.G) or at the Procurement Directorate/DC.ARM of NAFTAL/Spa, Headquarters, Chéraga site, against an acknowledgement of receipt. (Before 3 :45 PM).

The deadline for submitting the application documents is fixed to Forty-two (42) days from the date of publication of this notice in BAOSEM.

If this day coincides with a public holiday or a day of legal rest, the deadline for submitting applications will be extended to the next working day.

Applications received after the deadline will be rejected.

The Contracting structure is free to extend the deadline for the submission of applications. This extension will be published in BAOSEM."

At the end of this operation, a committee will process the applications and draw up a list of candidates who have met the criteria required by NAFTAL SPA

The opening of the applications and their evaluation will take place without the presence of the candidates.

Unsuccessful candidates will be informed of the prequalification results and may lodge an appeal with the Oils Blending Unit Project Directorate within (48) hours from the date of notification of rejection.

Applicants who have met the pre-qualification criteria will be invited to participate in the slective Consultations, and will be required to submit their bids for each consultation launched by NAFTAL.

Failing which they will be removed from the list of qualified candidates after the second defection.

The result of the Prequalification will be published in BAOSEM.

The Contracting Structure has the right to decide at any time to terminate the Prequalification and/or selective Consultation process.

Candidates must comply with the internal procurement procedure of NAFTAL/SPA.
