NATIONAL AND INTERNATIONAL OPEN INVITATION TO TENDER

The National Company of Electricity and Gaz- - Electricity  Production" SPE is launching a National and International Open  invitation toTender N° 23/S-Eng/2023, for the construction of a Combined Cycle Power Plant with a capacity of approximately 600 to 700MW at site conditions in Tébessa.

This Invitation to Tender is open to companies operating in the energy sector with proven experience and sufficient references worldwide in the implementation of Similar Projects (Simple Cycle and Combined Cycle), as well as the technical and financial capacity to meet the conditions listed in the specifications.

The Employer reserves the right to verify the information provided by each tenderer at any time during the bidding process.

The Tender Documents must be withdrawn by the Tenderer or its duly appointed representative. In the case of a consortium, the Contract Documents must be withdrawn by the representative or his duly appointed representative, unless otherwise stipulated in the consortium agreement.

A member of a Tenderer group may not be a Tenderer alone or be part of another group among the Tenderers.

Upon presentation of proof of payment by bank transfer of the sum of Two Hundred Thousand Algerian Dinars (200,000 DA), to account No. 001.00637.0300.000.013/71 of Sonelgaz - Production de l'Electricité "SPE. Spa", opened at Banque Nationale d'Algérie - Agence 637 located at : Immeuble 700 Bureaux, RN N°38 - Gué de Constantine - Kouba - Alger.

Candidates must bring with them a copy of their trade register (Registre du Commerce and NIF), a power of attorney and an information sheet containing their name or company name, address, contact details (telephone, fax and e-mail), contact details (first and last name, telephone and e-mail) and the candidate's field of activity.

Candidates not established in Algeria may purchase the Cahier des Charges by making a bank transfer of an amount in foreign currency equivalent to the sum of Two Hundred Thousand Algerian Dinars (200,000 DA), to the bank account indicated below:

The specifications can only be collected in electronic format from the above address on presentation of proof of payment and a mandate allowing collection on behalf of the company concerned.

Candidates who do not have a representative in Algeria are informed that "BAOSEM" has a service available to its subscribers for the withdrawal of specifications.

Tenders will be submitted in a single phase, with the Technical and Financial Offers being submitted at the same time.

Bids must be accompanied by the technical and administrative documents required in the "Instructions to Bidders" document of the tender documents, in particular a bank bid bond in the amount of One Billion Algerian Dinars (1,000,000,000 DA) equivalent to Seven Million Five Hundred Thousand US Dollars (7,500,000 USD) or Six Million Seven Hundred Thousand US Dollars (6,700,000 USD).

Each Tender shall be inserted in a closed and sealed envelope, indicating the reference and subject of the Invitation to Tender and the words "Technical Tender" or "Financial Tender", as the case may be.

Both envelopes are placed in another anonymous envelope, marked "A NE PAS OUVRIR".

Candidates or their representatives must attend the opening of the envelopes with a duly signed power of attorney. Bids from Candidates who fail to comply with this formality (mandate) will not be received.

The opening of bids is public and will take place on the same day at 10:00 am.

Bidders remain bound by their offers for a period of One Hundred and Eighty (180) days from the date of offer's submission.
