 The Tender File can be withdrawn at the latest Twenty-one (21) days from the date of publication of this notice, by any candidate, against payment of a non-refundable amount of Height thousand Algerian Dinar (8,000 DZD) for Algerian companies or Fifty Euro (50 €) for foreign companies. Payment will be made by transfer to the bank account IBAN 002 00070 07 022 00 269 80 - opened at the Banque Extérieur d'Algérie (BEA) Branch of ARZEW EL MARSA - ORAN- ALGERIA (the bank proof must be in the name of tenderer’s company and bear the following mention: Withdrawal of National and International Open invitation to tender N°04/TRC/TLC/SDEM/EXT/21/NIN/INV.

The one-step submission method applies to this Invitation to Tender.

Under this invitation to tender, technical offers, without any price indication and financial offers must be submitted simultaneously in two separate envelopes contained in the same envelope, at the address, Zone Industrial of ARZEW Wilaya of ORAN-ALGERIA at the level of the General Order Office of the Telecommunications Directorate no later than 21/04/2021 at 09H00 local time.

The technical offers are accompanied by a bid bond of one million (1,000,000) Algerian Dinar for Algerian companies or Eight Thousand Euro (8.000€) for foreign companies whose duration of validity is equal to the period of validity of the offers, either one hundred and eighty (180) days with an additional period of 30 calendar days, either (210) days from the date of submission of tenders.

The envelopes containing the technical offers will be opened in the presence of the representative (s) of the tenderers who wish to do so at the opening session which will take place at the address of the Telecommunications Department located in the Industrial Zone of ARZEW Wilaya of Oran Algeria on 21/04/2021 at 10:00 local time.

The envelopes containing the financial offers will be opened and examined in the presence of the tenderers who wish to attend or their duly appointed representatives during the opening and examination session of the financial offers which will take place on 26/05/2021 at the time and address mentioned in the invitation letter which will be sent only to tenderers whose technical offers declared to comply with the requirements of the Tender File.

Bidders will remain bound by their offers for a period of One hundred eighty (180) calendar days from the date of submission of offers.

SWIFT are not considered.
