NOTICE OF INVITATION FOR NATIONAL AND INTERNATIONAL EXPRESSION OF INTEREST N°006/AEC/DD/2025

The  ALGERIAN ENERGY COMPANY /Jsc Development Directorate, issues a National and International expression of Interest N°006/AEC/DD/2025 regarding:

REALIZATION OF FRONT-END ENGINEERING DESIGN “FEED” STUDIES

To pre-select candidates for the following services:

Preparation of Front-End Engineering Design (FEED) studies;

Revision/Amendment of the technical section of the Specifications.

These assignments will be carried out in the following areas:

Water desalination (brackish and seawater) and/or;

Energy.

The NATIONAL AND INTERNATIONAL EXPRESSION OF INTEREST N°006/AEC/DD/2025 aims to supplement the list of candidates resulting from the National and International EXPRESSION OF INTEREST No. 002/AEC/DD/2025 to reach the minimum number of candidates required.

Candidates recently prequalified by the NATIONAL AND INTERNATIONAL EXPRESSION OF INTEREST No. 002/AEC/DD/2025 are not affected.

The National and International Prequalification Notice is open to all potential and qualified candidates and will be conducted according to the terms and conditions defined in the prequalification file.

Interested Candidates may directly withdraw or receive by e-mail the pre-qualification file, which will be given only to duly authorized representatives, for a period of twenty (20) calendar days as of the date of publication of this notice in BAOSEM, from Sunday to Thursday from 9:00 a.m. to 3:30 p.m. at the following address:

Interested Candidates can obtain the invitation for Prequalification file by submitting an electronic request to the following address: stm@aec.dz

The file to be submitted when withdrawing the pre-qualification file:

A document justifying the candidate representative’s authority to withdraw the pre-qualification file (mandate, power of attorney);

• A copy of the identity card.

The documents constituting the application file must be established in two (02) copies, one of which will bear the mention "Original", the other the mention " Copie " as well as an electronic copy.

The application file must be inserted in a closed and sealed inner envelope, bearing the acronym, the company name and the address of the Candidate so as to allow the Contracting Structure to return the said file through the Technical Secretariat of Markets if it is declared "out deadline".

The application file must not contain any mention between the lines or surcharges.

Under penalty of rejection, the inner envelope must be placed in another anonymous outer envelope, without inscriptions or marks allowing the identification of the Candidate and must only bear the mention:

The deadline for submitting application files is fixed on August 10^th ,2025 before 3:30 p.m., at the Technical Secretariat of AEC Markets, at the following address:

The submission of the application file by a candidate does not imply in any case the obligation to be pre-selected.

An ad hoc committee, created for this purpose, will examine the application files and draw up the shortlist of companies that have met the required criteria defined by AEC Jsc in this area.

Candidates are not authorized in any case to form a group.

Unsuccessful Candidates will be informed of the results of the pre-qualification.

The results of the pre-qualification will be published on BAOSEM.
