Sonelgaz Energies Renouvelables " Sonelgaz-EnR " launches a National and International Open invitation to Tender N°01/CEEG/2023 regarding :

The study, engineering, civil works, supply, transport, assembly, training, testing and commissioning of fifteen (15) solar photovoltaic power plants with a total capacity of 2000 MWp divided into fifteen (15) Lots including their connection works to the Electricity Transmission Network.

The present invitation to tender is addressed to companies operating in the energy sector that can prove their capacity to perform all the services covered by the invitation to tenders and have proven and authenticated references in similar projects, namely :

Solar photovoltaic power plants with a total capacity of 80 MWp and more.

Works for connection to the electrical grid at least 60 kV.

Algerian companies can participate in this invitation to tenders, alone if they have the above mentioned capacities and references. However, Algerian companies must have the financial capacity and proven and authenticated references in industrial and energy projects, namely :

Large-scale industrial projects (only for Algerian companies participating in a group)

Projects on behalf of Sonelgaz Group companies (only for Algerian companies participating in a consortium)

For the Tenderer alone (foreign or Algerian), all the professional references required for the execution of the services covered by the invitation to tender must be justified by the Tenderer in the execution of similar EPC Projects,

For the Tenderers in grouping, each member will contribute with its own professional references.

For Algerian companies participating in a consortium with foreign companies, the following references are accepted only for the Algerian side :

Large-scale industrial projects such as refineries, cement plants ..., the projects must include the services of supply, civil engineering, electromechanical assembly, command control, commissioning, etc.),

Projects on behalf of Sonelgaz Group companies (large-scale energy works such as power plants, high-voltage transmission lines, 60kV and above substations, etc.).

The Employer reserves the right to verify the information provided by each tenderer at any time during the invitation to tender process.

Any Tenderer, alone or in a group, may only rely on its own qualifications and professional references:

The specification must be withdrawn by the Tenderer or its duly appointed representative. In the case of a grouping, the Specifications must be withdrawn by the mandatary or his duly appointed representative, unless otherwise provided for in the grouping agreement.

A member of a tendering Group may not be a single tender or be part of another tender Group.

For this Invitation to tender , each tender may tender for one, several or all Lots.

Against presentation of proof of payment by bank transfer of the sum of Two Hundred Thousand Algerian Dinars (200 000 DA), to account N° 001.00637.0300.000.041/84 of Sonelgaz-EnR, opened at the National Bank of Algeria (BNA) at Immeuble 600 Bureaux, RN 38 - Gué de Constantine, Kouba, Algiers.

The presentation of the offers will be carried out in a single phase with concomitant submission of the Technical and Financial offers.

offers must be accompanied by the technical and administrative documents required in the document "Instructions to candidates" in the bidding documents, in particular the bank bid bond according to the batch:

Each offer is placed in a closed and sealed envelope, indicating the reference and subject of the Invitation to Tender and the words "technical" or "financial", as appropriate.

The two envelopes are placed in another anonymous envelope, marked "DO NOT OPEN".

Candidates or their representatives must attend the opening of bids with a duly signed mandate. Bids from candidates that do not comply with this formality (power of attorney) will not be received by the CEEG.

The opening of bids is public and will take place on the same day at 10:00 a.m.

tenderers shall remain bound by their offers for a period of One Hundred and Eighty (180) days from the date of submission of the offers.
