L'Entreprise Nationale de Grands Travaux Pétroliers (E.N.G.T.P); represented by the Engineering Department launches a national and international invitation to tenders for the:

The Supply and Commissioning of "FIRE & GAS DETECTION"

For the project: "Connection of twenty-two (22) natural gas production wells in the GUERT EL GUEFOUL gas field and the BAZZENE complex to the IN SALAH facilities.

The tender documents can be withdrawn from the above addresses by all interested candidate, no later than twenty-one (21) days after publication of this notice in the BAOSEM, on presentation of a signed undertaking on company headed paper to the person entitled to collect it, and proof of payment of a non-refundable amount of:

The Two steps bidding procedure applies to this invitation to tender.

For the first step, technical offers, without any indication of the price of the contract subject of this invitation to tender, must be submitted in Four (04) separate envelopes contained in a single sealed envelope to the following address:

Deadline for submission of bids is Thirty (36) days as of the date of publication of this notice on BAOSEM.

Technical offers are accompanied by a bid security in the form of a submission bail in the amount of:

The validity period of which is equal to the validity period of the offers, i.e. 180 days with an additional period of Thirty (30) calendar days.

The submission bail is an integral part of the technical offer.

The submission bail may be handed over to the Offers’ Opening Committee by the tenderer or his authorized representative on the day of the technical offers’ opening.

The offers containing the technical offers will be opened in the presence of the tenderer’s representative(s) who so wish at the public opening session which will take place at the following address, the date of which will be communicated by invitation letter.

Tenderers will remain bound by their offer for a period of One Hundred and Eighty (180) calendar days from the date of opening of the technical offers.

Tenderers whose technical offers have been declared compliant will be invited to submit a financial offer.

Bids for the second step will be opened in the presence of the representative(s) of the tenderers wishing to attend the opening session, who will be notified by an invitation letter.

Eligibility requirements:

Tenderers must meet the qualification criteria to perform the contract based on the following criteria:

Experience of the Manufacturer /Supplier in manufacturing the requested Supply under climatic conditions is a minimum of Three (03) years (the Tenderer must submit good performance certificates).

Professional references in the field.

The technical capacity and experience criteria will be used to determine whether the supplier has the capacity to perform the contract adequately.

The Tenderer shall provide, by clients name, professional references for contracts of a similar nature to those described in the tender documents which the Tenderer has successfully carried out. Such references shall include as a minimum:

Client name;

Places and periods of services provided;

good performance Certificates duly signed by the various clients.

NB: The references in points 1 and 2 must be provided in a document bearing the supplier's letterhead and signature.

Technical offers must be accompanied by the regulatory documents listed in the specifications.

And any other information or documents to be supplied by tenderers, if specified in the tender documents. For this purpose, tenderers should use the corresponding documents and templates included in the tender documents.

The abov- mentioned documents are mentioned in the tender documents in article IS: 7.2.

Technical offers must contain the following documents:

The submission letter of the technical offer, in accordance with the model attached to Section 4 ;

The declaration to be subscribed, in accordance with the model attached to Section 4 ;

Declaration of probity, in accordance with the model attached to Section 4 ;

The confidentiality letter, in accordance with the model attached to Section 4 ;

The commitment letter, in accordance with the model attached to Section 4 ;

Tender guarantee (bond) bearing minimum indications and equal to the Amount indicated in the above-mentioned table and in accordance with the model attached to Section 4 :

Denominated in Algerian Dinar and issued by a bank incorporated under Algerian law for tenderers incorporated under Algerian law;

denominated in convertible foreign currency and issued by a bank incorporated under Algerian law, counter-guaranteed by a first-rate foreign bank for bidders incorporated under foreign law;

The general information file and the administrative file, as detailed in points 10 and 11 below;

The technical offer itself, including the relevant Contract documents, in particular those highlighting the Tenderer's qualifications, certifications, approval, execution plans and methodology, proposed technical solution and experience;

Delegation of authority authorizing the offer signing person(s) and the group(s), empowering the signatory(ies) of the bid to bind the tenderer;

Undertaking to provide a guarantee from the ultimate parent company or majority shareholders, if applicable;

Observations and/or comments on the technical bid in relation to the technical file, if applicable;

Observations and/or comments on the draft contract, if applicable;

The draft contract signed and initialed on all pages;

Manufacturer's authorization(s);

The tender documents with its last page marked: Read and Approved 

And any other information or documents to be supplied by tenderers, if specified in the DPAO. For this purpose, Tenderers shall in particular use the corresponding documents and models included in the Tender document.

The above-mentioned documents are cited in article IS: 7.2 of the DAO.

Tenderers must include the following general information with their technical offers:

Details of its organization and structure, including for each Member of a group or consortium;

Documents relating to its qualifications in the field of the Contract concerned, as well as professional references;

Details of its current and projected workload;

Preliminary manufacturing plan;

ISO certification or equivalent, company quality plan and/or qualification certificate;

Documents proving the qualifications and key personnel experience;

Documents proving its financial, technical and manufacturing capacities, necessary to execute the Contract;

Tenderers must include the following administrative documents with their technical offers:

For tenderers incorporated under Algerian law:

Company bylaws and list of principal shareholders or partners,

Extract from its electronic trade register;

Updated tax status in Algeria;

Extract from the tax roll;

Status with regard to social security organizations in Algeria;

Certification of filing of corporate accounts

Litigation history;

Extract from the criminal record for individuals;

Financial situation of the tenderer, including balance sheets and income statements and the Auditor's reports for the past three years;

Power of attorney of the signatory authorized to act in the name and on behalf of the tenderer and binding the company or firm for the performance of the contract covered by these specifications. This document must be original, dated, and signed by the tenderer;

Professional references with two (02) certificates of good performance of the supply covered by this call for tenders; Manufacturer's authorization for the marketing of the Supply covered by this Invitation to Tenders;

Copy of the receipt for payment of the DAO withdrawal fee made out to the tenderer.

For foreign tenderers:

Company's articles of association and list of principal shareholders or partners, certified by the legal authorities of their countries;

Extract from its electronic trade register, endorsed by the Chamber of Trade;

Updated tax situation in the countries where its registered offices are located;

Certificate of social regularization;

Financial situation of the tenderer, including balance sheets and income statements and the Statutory Auditor's reports for the past three years;

Litigation history;

Extract from the criminal record for individuals;

Power of attorney of the signatory authorized to act in the name and on behalf of the tenderer and binding the company or firm for the performance of the contract covered by these specifications. It must be original, dated, and signed by the tenderer;

Professional references with two (02) certificates of good performance execution of the supply subject to this invitation to tenders;

 Authorization from the manufacturer for the marketing of the supply subject to this invitation to tenders;

Copy of the receipt for payment of the DAO withdrawal fees made out to the tenderer.
