SONATRACH SPA / Exploration - Production Activity / Production Division / Supply and Transport Direction, 8 chemin du Reservoir Hydra, Algiers, issues a National and International Open Call for Tenders for the Supply of : API 6A CHOKE VALVES for Hassi Messaoud.

Upon its publication in the Bulletin of Calls for Tenders of the Energy and Mines Sector (B.A.O.S.E.M), against payment of a non-refundable amount of : thirteen thousand six hundred Algerian Dinars (13 600 DA) for companies under to Algerian law, or One Hundred U.S. Dollars (100 USD) for companies under to foreign law.

Payment receipts (bank notices / cash deposit slips) must imperatively be issued in the name of the bidder, failing which the submission will be rejected.

Payment shall be made by bank transfer to the following account:

SONATRACH-DP ACCOUNT N° 002 00005 0503264125 56 BEA Agency, Djenane El Malik – Hydra. Algiers.

The single-step submission method (technical and financial) applies to this Call for Tenders.

The tender process will be conducted in a single (01) step, with the simultaneous submission of the technical offer and the financial offer, each placed in two (02) separate inner envelopes, contained in one (01) outer envelope, to be submitted at the following address:

The outer envelopes:

a) Shall be addressed to the Contracting Structure;

b) Shall bear exclusively the contract title as indicated in the Tender Documents, the Call for Tenders Notice Number, and the mention:

“Technical Offer and Financial Offer - Do not open”.

The deadline for the withdrawal of the Tender Dossier is set at forty (40) calendar days from the date of the first publication in the BAOSEM (print version), unless an extension is granted.

The deadline for the submission of offers is set at sixty (60) calendar days from the date of the first publication of this notice in the BAOSEM (print version), unless an extension is granted

The receipt stamp of SONATRACH's Registry Office shall serve as proof.

Any offer received after 3:00 PM local time on the offer submission deadline shall be considered null and void.

In the event that the submission deadline coincides with a public holiday and/or a legal rest day, the envelopes may be submitted on the next working day.

The opening of the envelopes shall be public.

The envelopes containing the technical offers shall be opened in the presence of the bidder(s)' representative(s) who wish to attend the opening session. The date, time, and place shall be specified by fax and /or mail sent to all bidders who have withdrawn the Tender Dossier, inviting them to attend the bid opening session.

The envelopes containing the financial offers shall be opened in the presence of the bidders who wish to attend or their duly designated representatives, at the date, time, and address specified in the invitation, which shall be sent only to bidders whose technical offers have been declared compliant with the requirements of the Tender documents.

The deadline for receiving clarification requests is set at fifteen (15) calendar days before the offer submission date indicated above.

The technical offers must be accompanied, under penalty of rejection, by a mandatory bid bond in favor of SONATRACH:

The foreign tenderer :

The foreign Tenderer shall provide a bank guarantee for the amount specified in the table below, issued by a bank under Algerian law, preferably headquartered in Algiers, and counter-guaranteed by a first-rate foreign bank, in favor of: SONATRACH - Production Division - 08 Chemin du Réservoir, Hydra - Algiers.

Tenderer under to Algerian law:

The Tenderer under Algerian law shall provide a bank guarantee for the amount specified in the table below, issued by a bank under Algerian law, in favor of:SONATRACH - Production Division - 08 Chemin du Réservoir, Hydra - Algiers.

The amounts of the bid bond for Algerian and foreign Tenderer are set as follows:

The bid bond must be issued for a duration of one hundred eighty (180) calendar days, with an additional extension period of thirty (30) calendar days. This period starts from the bid submission deadline and corresponds to the validity period of the bids.

-Bidders shall remain bound by their bids for a period of one hundred eighty (180) calendar days, starting from the bid submission deadline

-The Bidding Documents shall only be handed over to the duly authorized representative of the bidder wishing to participate in this Invitation to Tender. -No marking identifying the bidder shall appear on the outer envelope, failing which the bid will be rejected.

-Bidders listed on the blacklist of the Energy and Mines sector shall not be allowed to collect the Bidding Documents.
