NATIONAL AND INTERNATIONAL OPEN INVITATION TO TENDER
N°121/2025/APPROS/HMD
The National Company for the Research, Production, Transport, Transformation and Marketing of Hydrocarbons, called SONATRACH. BP 50 BASE IRARA HASSI MESSAOUD, launches an Open National and International Invitation to Tender for Supply of:

The withdrawal of the invitation to tender file is done only electronically to the email address DPHMD.RETRAITDESDAO@Sonatrach.dz, against transmission of the proof of payment of the amount indicated below, the proof in question must obligatorily include the references of the call for tenders and information on the tenderer, namely his company name, telephone and fax numbers and email.
No later than the thirty (30)day, at 5:00 p.m., counting from the publication date on the Bulletin of Invitations to Tender of Energy and Mines Sector (B.A.O.S.E.M), by any interested candidate, against payment of a non-refundable amount of Five Thousand Algerian Dinars (5,000.00 DA) for National tenderers and Eighty Euros (80 EUR) for foreign tenderers. Payment will be made by transfer to the bank account of SONATRACH N ° 002 00005 0503264125 56, opened with the External Bank of Algeria (B.E.A.), Djenane El-Malik Agency, Hydra, Algiers.
The proof of payments relative to tender withdrawal (bank advice) must be established in the name of the Bidder
The one-step submission mode applies to this Call for Tenders
Under this call for tenders, the technical offers, without any indication of price and the financial offers must be submitted simultaneously in two separate envelopes contained in the same envelope, to the address:

The time allowed to tenderers to submit their tenders is forty-five (45) days, at 5:00 P.M. from the date of publication of this notice of invitation to tender in the B.A.O.S.E.M. The stamp of receipt of the general order office of Sonatrach Regional Direction of Hassi-Messaoud being authentic.
In the event that the closing date coincides with a public holiday and/or a legal rest day, the envelopes can be deposited the following working day. Any submission sent after the deadline set above is considered null and void.
The offer is guaranteed as follows:
For national bidders:
a guarantee of:
Seven hundred and eighty thousand Algerian Dinars (780 000,00 DA)
Established by an Algerian bank.
For Foreign bidders:
A guarantee of:
Five thousand one hundred and fifty-five Euros (5 155,00€).
Established by a bank under Algerian law covered by a counter guarantee issued by a first-class foreign bank.
Whose validity is equal to the period of bid validity, one hundred twenty (120) days, with a deadline additional thirty (30) days calendar days from the opening date of the date of opening of technical offers.
The tender guarantee can be included in the technical offer, or can be submitted to the Tender Opening Committee by the Tenderer or his authorized representative on the day of the opening of the technical tenders, before the technical tenders opening, the absence of the original of the bid guarantee during the opening session of the technical offers, constitutes a reason for rejection.
The bids containing the technical offers will be opened in the presence of the tenderer or the representatives of the tenderers who wish it at the opening session which will take place at Sonatrach, Regional Direction of Hassi Messaoud,
The bids containing the financial offers will be opened and examined in the presence of the tenderers who wish to attend or of their duly designated representatives during the opening and examination session of the financial offers which will take place on the date, at the time and at the address mentioned in the invitation which will be sent only to tenderers whose technical offers have been declared to comply with the requirements of the Call for Tenders.
Tenderers will remain committed to their offers for a period of one hundred and twenty (120) calendar days from the date of opening of technical offers
Sonatrach may ask the tenderer to extend the period of validity of tenders during the evaluation
The eligibility conditions and qualification criteria are:
Financial situation
Having a sound and balanced financial situation, in particular to ensure the availability of sufficient liquidity to perform the contract without cash flow difficulties;
Technical Supply Capacity and Experience:
The Contractor requires a minimum experience of three (3) years that the tenderer (and the Manufacturer whose products it sells, if applicable) must have to be deemed capable of supplying the goods related to this invitation to tenders.
Have professional references at least two (02) similar contracts to the subject of the Call for Tenders, justify by good execution certificates.
Having an electronic trade register bearing activity code(s) corresponding to the nature of the call for tenders
Documents to be provided by the bidder:
Content of the documents constituting the technical offer:
1. Declaration to be subscribed;
2. Bid guarantee;
3. Technical offer itself;
4. Delegation(s) of authority of the signatory(ies), delegations of authority for the Groups, according to the attached model. [This (these) delegation(s) must be granted by the statutory bodies of the Bidder]
5. Guarantee commitment of the ultimate parent company or majority shareholders.
6. Observations and comments on the technical offer in relation to the technical file;
7. The draft contract initialed on all its pages
8. The rules of ethics,
9. The confidentiality letter,
The Bidder's technical offer must be accompanied by the following administrative documents:
For the bidder under Algerian law:
1) Copy of the extract from the electronic commerce register. This requirement is a condition of acceptance of the technical offer.
2) Authenticated statutes of the company.
3) Balance sheets and TCR, for the last three (03) financial years certified by an auditor or an approved chartered accountant as the case may be.
4) Professional references in the field of two (02) contracts and more, justified by certificates of proper execution issued by the bidder's clients, and a list of the main contracts
5) Power of attorney of the signatory authorized to act in the name and on behalf of the tenderer and committing the company or firm in the context of this tender document. It must be dated and signed by the tenderer.
6) Extract from the Role cleared or accompanied by a repayment schedule for tax debts duly established by the tax administration, established during the 3 months preceding the deadline for submission of offers.
7) Social certificates justifying the regular status of the bidder with social security organizations in accordance with Algerian legislation.
8) Copy of the receipt for payment of the withdrawal fees from the tender file.
9) Tax identification card.
10) The extract from the criminal record for natural persons.
11) History of past and current disputes, if applicable.
12) Certificate of legal deposit of corporate accounts.
For the foreign law bidder:
1) Extract from the commercial register with certificate of existence or K-bis, issued by the competent bodies.
2) Authenticated status of the company and list of the main shareholders or associates of the bidder certified by the Algerian consular authorities in the bidder's country.
3) Balance sheets and TCR, for the last three (03) financial years certified by an auditor, or approved by an approved chartered accountant as the case may be.
4) Professional references in the field duly justified by tow (02) certificates of good execution, issued by the bidder's clients, and a list of the main contracts.
5) Power of attorney of the signatory authorized to act in the name and on behalf of the tenderer and committing the company or firm in the context of this tender document. It must be dated and signed by the tenderer.
6) Certificate of non-bankruptcy.
7) Copy of the receipt for payment of the withdrawal fees from the tender file.
8) History of past and current disputes, if applicable.
The financial offer is guaranteed as follows:
