1.SONATRACH, Exploration-Production, Production Division, Procurement and Transport Direction, located 08 Chemin du Réservoir, Hydra Alger – Algérie, invites to an open national and international call of tender for the supply of:

Batch 04: Spare parts for valves Brand KITAMURA-TYCO
Batch 05: Spare parts for valves Brand RAIMONDI

2.Tenderers can withdraw specifications at the following address:

Against payment of a non-refundable fee of:
•One hundred Euros (100 €), for foreign tenderers,
•Twelve thousand Dinars (12 000 DA), for national tenderers.
Into SONATRACH/DP bank account N° 002 00005 050 32 64 125 56– BEA Branch, Djenane El Malik – Hydra- Alger.
•Specifications shall be submitted only to the representative duly appointed by the tenderer, which would like participate in this Invitation to Tender.
•No sign allowing the identification of the tenderer must be mentioned on the external envelope, in order to avoid its rejection.
•Candidates on the blacklist of companies in the sector of energy and mines cannot withdraw the tender bid.
•The amount paid for the withdrawal of the tender Specifications and all related costs are not refunded under any circumstances.
3.Submit mode in a single step applies to this tender.
4.Interested companies may bid for one or all Batches, they must clearly indicate on the Bid Submission
5.The technical tenders, with no reference to price, and financial tenders must be simultaneously sent under two separated covers in the same envelope to the following address:

Forms and procedures for submission of tenders:
The bidder place the original of each offer and its copies (technical and financial) in separate envelopes, sealed and stamped, each containing the documents required by the tender bid, bearing the words
" TECHNICAL TENDERS - ORIGINAL "
and
" FINANCIAL TENDERS - ORIGINAL",
" TECHNICAL TENDERS - COPIES N°1"
and
" FINANCIAL TENDERS - COPIES N°1",
" TECHNICAL TENDERS - COPIES N°2"
and
" FINANCIAL TENDERS - COPIES N°2"
and optionally an envelope " alternative technical offer - original with copies n°1 and n°2 “
These envelopes shall be placed in an also sealed external ply.
•Only the inner envelopes will mentioned the initials, name and address of the tenderer, to allow the Contracting structure to return the unopened sealed offer, if it was declared "off limits"
•The external envelopes:
a) Will be sent to the contracting structure;
b) will exclusively mentioned the heading of the bargain indicated in the DPAO, the title and number of tender notice and the mention «TECHNICAL TENDERS and FINANCIAL TENDERS - NOT TO OPEN»
The deadline for submission of bids is fixed to (60) days from the first publication of the hereby bid notice in the bulletin of calls for tenders in the energy sector (BAOSEM).
•If the date falls on a holiday and / or a legal holiday, the folds can be deposited the next business day.
•The deadline for receipt of requests for clarification shall be ten (10) days before the date of submission of tenders indicated above.
-The tender document can be withdrawn by tenderers within forty-five (45) days before 15h00 O’clock from the date of publication, of this notice in the bulletin of calls for tenders in the energy sector (BAOSEM).
6.Technical Offers are accompanied by a bid bond in favor of Sonatrach:
The foreign tenderer
The foreign tenderer will establish a bid bank guarantee of submission of:
Batch n°01: One thousand six hundred Euros (1 600 €).
Batch n°02: One thousand four hundred Euros (1 400 €).
Batch n°03: Twenty-one thousand Euros (21 000 €).
Batch n°04: Nine thousand three hundred Euros (9 300 €).
Batch n°05: Six thousand three hundred Euros (6 300 €).
Batch n°06: One thousand Euros (1 000 €).
Batch n°07: Four hundred Euros (400 €)
Batch n°08: Five hundred Euros (500 €)
This guarantee will be established for each batch submission issued from Bank of Algerian law bank whose seat is preferably in Algiers, in favor of Sonatrach. Division Production, 8. Chemin du réservoir, Hydra, Alger-Algérie, for the customer's account and guaranteed against a foreign bank of first order.
The tenderer subject to Algerian law
The tenderer subject to Algerian law will establish a bid bank guarantee of submission of:
Batch n°01: Two hundred and ten thousand Dinars (210 000 DA).
Batch n°02: One hundred and eighty thousand Dinars (180 000 DA).
Batch n°03: Two million eight hundred and twenty thousand Dinars (2 820 000 DA).
Batch n°04: One million two hundred and fifty thousand Dinars (1 250 000 DA).
Batch n°05: Eight hundred and forty thousand Dinars (840 000 DA).
Batch n°06: One hundred and thirty thousand Dinars (130 000 DA).
Batch n°07: Fifty thousand Dinars (50 000 DA)
Batch n°08: Sixty thousand Dinars (60 000 DA)
This guarantee will be issued from an Algerian law bank in favor of Sonatrach – Division Production. 8. Chemin du reservoir. Hydra, for the customer's account.
7.The envelopes containing the technical offers will be opened in presence of the bidders' representatives, who want to assist the opening session. The date, the time and place will be specified by fax to all bidders withdrew the record of the tender, inviting them to attend the bid opening session.
8.The envelopes containing the financial offers will be opened and examined in the presence of bidders who wish to attend or their duly designated representatives at the opening session and review of the financial bids to be held on the date, the time and to the address mentioned in the invitation addressed only to bidders whose technical bids declared conform to the requirements of the Bidding Documents.
9.Tenderers will remain committed by their offers during a period of one hundred twenty (120) days, with an extra time of thirty (30) calendar days from the date of opening of financial bids.
Any tenders received after 15:00, local time, during the date of the deadline for submission of bids will be considered null and void.
Any tenders received after this date of the deadline will be considered null and void, and the seal of receipt of the Central Office Order of the Production Division shall prevail.
