NATIONAL AND INTERNATIONAL OPEN INVITATION TO BID

The National Company for Pipelines (ENAC/Jsc) issues a national and international open invitation to bid regarding:

Acquisition of rolling materials in two (02) lots :

Lot 01 : Four (04) 4x2 flatbeds trucks of ≥ 10 tons useful load

Lot 02 :Eighteen (18) 6x4 dump trucks

The bid package may be withdrawn to Direction Juridique (Bureau n°12) (Legal Department) (Office n°12) ENAC/Spa-132, Rue de Tripoli-Hussein Dey-Alger (Algérie), by any interested prospective bidder, against the payment of a non repayable amount of Three thousand dinars (DZD 3000), upon the presentation of an authorization letter(letter of attorney or delegation) bearing the bid subject and an authenticated copy of the commercial registration and an information sheet signed and sealed by the prime responsible of the company, bearing the following information: company?s name, quality , E-mail phone and fax numbers.

The closing date for the bid documents withdrawal is five (05) days before the bids submission closing date.

The bidding mode in one stage applies to the present invitation to bid.

Concerning the present invitation to bid, the technical bids, without price indication and the financial bids must be handed over at the same time in two separate envelopes put inside the same envelope bearing the mention:

No later than 30th May 2017 at 10 :15 am, in all cases, the acknowledgement of receipt of the general courier service (BOG) of ENAC shall be deemed authentic.

The financial bids are accompanied by a bid bond, whose validity duration is equal to the bids validity duration, that is one hundred twenty (120) days with an additional deadline of thirty (30) calendar days.

This bid bond must be enclosed with the technical bid envelope.

The technical bids? envelopes shall be opened in the presence of bidders? representative (s) which wishes to attend the bids opening session at: ENAC/Spa-132, Rue de Tripoli-Hussein-Dey-Alger-Algérie, 30th May 2017 at 10:30 am.

The financial bids? envelopes shall be opened and examined in the presence of bidders which wish to attend it or their duly appointed representatives during the financial bids opening and examination session which shall take place at the date, timing and address mentioned in the invitation which shall be addressed to only bidders whose technical bids declared conformed to the bid package requirements.

Bidders shall remain bound by their bids for a period of one hundred twenty (120) calendar days as of the bids handing over date.
