CALL FOR NATIONAL AND INTERNATIONAL TENDER

N° 04/SH-EP-FOR-OPR/2025

SONATRACH Spa, Activité Exploration-Production, Division Forage, Direction des Opérations, is issuing a Call for National and International Tender for :

«Directional Drilling Services»

IN FIVE (05) LOTS

The present Call for National and International Tender is opened only for the drilling companies (Companies registered as such) with well-known references in Directional Drilling Services. The scope of work includes the drilling of horizontal or highly deviated wells on the Hassi Messaoud field and other Algerian fields, as well as gyroscopic, geosteering, performance drilling, vertical drilling, resistivity and side-tracking on all Algerian oilfields.

In addition to the qualification criteria, for lots N°1 and N°2 the Bidder must meet the following requirements:

Have the capacity to mobilize sixty percent (60%) of the required quantity of packages to be operational on the CLIENT's sites upon notification of the Contract, and the remaining forty percent (40%) of the packages must be mobilized within a maximum period of four (04) months from notification of the Contract.

Have research and development (R&D) laboratories and demonstrate its contribution to the development of tools and equipment relating to the subject of the present Tender through SPE publications or other documents of a similar nature. The bidder must indicate the budget allocated to R&D (amount and percentage from turnover).

The bidder must hold the patents for the RSS and verticality devices proposed as part of the present Tender (i.e. be the owner of this equipment). The RSS must enable bi-directional communication for downlinking.

Have at least five (05) years' experience in drilling with RSS in Algeria during the last ten (10) years.

Commit to set up a workshop for the maintenance of RSS and verticality devices in Algeria within a period not exceeding four (04) months from the date of notification.

Once the present Call for Tender is advertised in the BAOSEM (Bulletin des Appels d’Offres du Secteur de l’Energie et des Mines), companies willing to take part in the present bid should ask for the Tender Documents at any of the following addresses:

and no later than thirty (30) days from the date of publication of this Call for Tender in the BAOSEM.

Before receiving the Tender Documents, Bidders will be requested to provide the Certificate of registration of their companies and the payment of a nonrefundable amount of Twenty Thousand Algerian Dinars (20 000 DA) if registered in Algeria, or Two Hundred fifty US dollars (250$) or Two Hundred Euros (200€) or its equivalent in Algerian Dinars if registered abroad.

Obtaining the Bid Documents will be done as follows (UTC+1):

At Hassi Messaoud : From Saturday to Friday  : from 08H00 to 11H00 & from 14H30 to 18H00

At Hydra, Alger        : From Sunday to Thursday          : from 09H00 à 15H00.

Proof of payment for withdrawal of the DAO (bank statements/cash deposit slip) must be made out in the Bidder's name.

Two stages process, technical followed by financial, will be applied to this present tender.

For the first stage of this Tender, technical bids, without any indication of price, must be submitted in envelopes to the following address:

Inner envelopes must bear the acronym and the bidder’s name. Outer envelope must be anonymous and bear only the recipient's address and the following writing:

Dead line for submission of Offers is set to be Forty-five (45) days after the present Call for Tender is issued in the BAOSEM (issue date included). Any Offer received after the dead line will be rejected and considered void.

Submitting the Tender will be done as follows:

At Hassi Messaoud : From Saturday to Friday  : from 08H00 to 11H00 & from 14H30 to 18H00

The offers are supplied with a guarantee of offer per lot, hereafter detailed, and whose validity is equal to the period of validity of offers, that is two hundred and ten (210) days, supplied with an additional time of thirty (30) days

If the last day of the deadline for submission of tenders coincides with a public holiday, the date will be postponed to the next working day.

Bidders whose technical bids have been declared compliant will be invited to submit a financial bid. The bids for the first stage will be opened in the presence of the representative(s) of the bidders who so wish at the opening session to be held at t Direction des Opérations, base du 24 février à Hassi Messaoud, Wilaya de Ouargla"; the date and time will be communicated to the bidders who have submitted Bids.

Bid guarantees can be submitted by interested candidates on the day of offer’s opening but before the opening the technical bids.

Bids containing financial offers will be opened in the presence of the Bidder's representative(s) who so wish at the opening session which will take place on the date, at the time and at the address mentioned in the invitation letters sent to them.

Bidders should remain committed to their Offer for a period of two hundred and ten (210) days starting from the opening date of the technical offers.
