NATIONAL AND INTERNATIONAL OPEN INVITATION TO TENDER
N°02/TRC/TLC/TEC/ETT/25/NIN/INV
(In Two stages)

1. SONATRACH Company, Activity Transport by pipeline, Telecommunications Directorate) located in Industrial Zone of ARZEW, Oran, issues a national and international open invitation to tender regarding the :
EPC Mise à niveau des systèmes de transmission, SCADA NK1
Scope of the project:
The studies required for the execution of the contract;
The supply, installation, and commissioning of all equipment and materials, along with their software and licenses;
Excavation work, modification, and connection of fiber optic strands for the creation of target topology
Testing, inspection, and validation of the various proposed modules, including provisional and final acceptance tests;
Training of the Contracting Authority's personnel;
Delivery of spare parts (see the technical file);
Warranty for the supplies installed and the work and services performed;
Preparation of technical documentation relating to the equipment and materials installed and their software.
Bidders must meet the following minimum qualification criteria:
a) Justify general and specialized experience in carrying out projects of the same nature:
Have successfully executed at least two "02" contracts of a similar nature and complexity to this contract and using similar construction techniques over the past eight (08) years, supported by certificates of proper execution in terms of time and quality;
b) Have achieved an average turnover over the past three "03" financial years (2022, 2023, and 2024) greater than or equal to "≥" 800 million Algerian dinars or equivalent in foreign currency at the rate on the day the technical bids were opened;
c) Present a balanced financial situation;
d) Submit certificates of qualifications and individual experience, as well as CVs of personnel in key positions for the execution of this contract, in accordance with IS: 7.2.2.1(f);
e) Have the materials and equipment necessary for the execution of this contract, in accordance with the technical file (Section 03 of this tender document);
f) The technical offer itself in accordance with the requirements of IS 7.2.3;
g) Submit a trade register whose activity code corresponds to the purpose of the DAO.
In the context of a temporary grouping of companies, the evaluation will take into account the capacities of the grouping as a whole.
2. The Call for Tenders File may be withdrawn from the Contract Award Service of the Telecommunications Directorate located at the Industrial Zone of Arzew Wilaya of Oran Algeria or requested via the e-mail spm.dtlc@sonatrach.dz, at the latest (21) calendar days from the date of publication of this notice in the BAOSEM, by any interested candidate, against payment of a non-refundable amount of Twenty Thousand Algerian Dinar (20,000.00 DA) for Algerian candidates and (150 US dollars) or (135 EURO) for foreign candidates with a copy of the trade register. Payment will be made by transfer to the bank account 002 00070 0702200269 80, IBAN code: DZ 55 002 00070 0702200269 80, BIC address: BEXADZAL, opened with the Banque Extérieure d’Algérie (BEA) Arzew agency, SONATRACH city, 11, Rue Mohamed Fortek-Arzew-ORAN-ALGÉRIE.
For foreign bidders, SWIFTs are not accepted, if this is not possible, this document must be accompanied by a confirmation of receipt of the fees by the BEA.
3. Proof of payment relating to the withdrawal of the tender documents (Bank notices/Cash payment slip) must be made out in the name of the Bidder and bear the following mention: AO N°02/TRC/TLC/TEC/ETT/25/NIN/INV.
4. The two (02) stage submission method applies to this Call for Tenders.
5. In the first stage of the call for tenders, technical offers, without any indication of price, must be submitted in a double sealed and anonymous envelope with the mention "not to be opened" and bearing the subject and reference of the call for tenders to the address indicated in the call for tender documents.
The duration of preparation of offers is (45) calendar days from the date of publication of this notice in the BAOSEM at 09:00 local time.
The deadline for submitting bids corresponds to the last day of the bid preparation period mentioned above.
If the last day of the bid submission deadline coincides with a public holiday, the date will be postponed to the next business day.
The technical bids are accompanied by a bid guarantee of Ten million (10,000,000.00 DZD) for Algerian bidders and (70,000 EURO) or (75,000 US Dollar) for foreign bidders, the validity period of which is equal to the validity period of the bids, one hundred and eighty (180) calendar days with an additional period of thirty (30) calendar days, from its effective date by the bank.
6. The envelopes containing the technical offers will be opened in the presence of the representative(s) of the bidders who so wish at the opening session which will take place on the date, time and address indicated in the invitation letter which will be sent to all candidates who have withdrawn the tender documents.
The original of the tender guarantee may be submitted by interested candidates on the day of the session and before the opening of the technical envelopes.
7. In the second stage, bidders whose technical offers have been declared compliant will be invited to submit a financial offer. The envelopes containing the financial offers will be opened and examined in the presence of the bidders concerned who wish to attend or their representatives at the opening and examination session of the financial offers which will take place on the date, time and address indicated in the invitation letter.
8. Bidders will remain bound by their offer for a period of One hundred and eighty (180) calendar days from the deadline for opening technical offers.
