International Sales Notice of Regenerable Used Oils

N° 02/2020/HU/NAFTAL/BRANCHE COMMERCIALISATION

The National Company of Marketing and Distributing Oil Products- NAFTAL Spa, with a capital of 40.000.000.000 DZD, Tax ID: 099916000969164, Marketing Branch, Lubricants and Special Products Directorate, located at: BP 73 Route des Dunes, Chéraga-Algiers, (Fax: 021.38.36.40, Email: clarification.lub@naftal.dz in case any clarification is required), issues an international sales notice to the better offering, for:

Quantity of 30 000 MT +/- 20% of Regenerable used oils, delivered from the two Ports of Algiers and Oran for a period of 02 years.

The tenderers that are interested in this sales notice must present to the address mentioned above:

In this sales notice, the technical offers, with no reference to the price, and the financial ones, must be submitted simultaneously in two separate folds contained in the same one, immediately on the day of the offers’ opening with the presence of the tenderers or their representatives duly mandated at the address mentioned above, on 30^th day at 10h00 as of the date of publication of this notice in the Baosem (Bulletin of the Invitations to Tender of the Energy and Mines Sectors). In case the last day coincides a non workday or a legal day off, the offers’ opening day shall be postponed to the following workday.

The single-step submission mode applies to this sales notice.

The reception and opening of the technical and financial offers shall be done immediately on the date set above, as follows:

The tenderers, represented in Algeria, must present accompanied by their technical and financial offers on the offers’ opening day (immediate session)

The tenderers that are not represented in Algeria must transmit their technical and financial offers on the following email:

Cons-lub1-20@naftal.dz, dedicated to this purpose and which shall not be consulted until the offers’ opening day.

These latter may follow the progress of the offers’ opening meeting by teleconference.

Presentation of the Technical Offer:

Are allowed to participate in this sales notice ONLY:

-The companies owning, in full property, a treatment unit of used oils

-The tenderers disposing of a treatment unit for used oils of one of the companies of the same grouping of enterprises.

And, they must justify in the technical file through the following documents:

-The trade register;

-The Status and balance sheets of the last 03 years;

-Protocol of understanding signed by the two parties in case of enterprises grouping;

-Agreement or authorization for exploiting a used oils treatment plant;

-Certificate of admissibility of the contractual quantity by the treatment unit.

Presentation of the financial offers:

The financial offers must be expressed in unit price per Metric Ton, FOB in Algerian ports (Incoterms 2020) in € or in USD.

The Commission of the Offer’s Opening has the right to negotiate the prices upwards in immediate session, in case the financial offers are below the floor price.

If two or more tenderers belong to the same grouping and participate in this sale notice, it shall not be admitted by negotiation except the tenderer’s offer that indicates the most advantageous financial suggestion.

For each quantity to be removed, the payment shall be done previously by irrevocable and confirmed letter of credit put in place by the buyer for the benefit of the seller.

Technical sheet of the used oils:

The products suggested for sale for the period mentioned above responds to the following specifications:

Regenerability test:

Lux Test:      Negative                   Cut up to 370°C:    10% Max

Drop Test:   Negative                   Cut between 370°C- 560°C:        68% Max

Chlorine Test:         Negative       Kinematic Viscosity at 100°C: 7.0 Cst Min

Water by Distillation:        4%      Pour Point:  -3°C Max

Chlorine Contents:                       600 ppm Max

Sales Conditions:

The tenderers keep engaged to their offers for a period of 120+30 days as of the date of the offers’ opening.
