THIRD OPINION OF NATIONAL AND INTERNATIONAL CALL FOR RESTRICTED TENDER XA N° 111.010.715

1. OBJECT OF THE TENDER

The national company of Rail transport (SNTF) launch for the third time an opinion of national and international call for restricts tender concerning the supply of spare parts intended for the maintenance of the typical railcars ZZ22 CAF of the SNTF, distributed in thirteen (13) separate lots, constituted of:

- Lot N°1: Spare parts intended for the maintenance of the part diesel engine

- Lot N°2: Spare parts intended for the maintenance of bogies

- Lot N°3: Spare parts intended for the maintenance of the sets reducer

- Lot N°4: Spare parts intended for the maintenance of the pneumatic equipments

- Lot N°5: Spare parts intended for the maintenance of the electric party

- Lot N°6: Spare parts intended for the maintenance of doors item 1 to 4 and 12 to 17

- Lot N°7: Spare parts intended for the maintenance of driver’s cabs

- Lot N°8: Spare parts intended for the maintenance of corridors and harnesses

- Lot N°9: Spare parts intended for the maintenance of boxes

- Lot N°10: Spare parts intended for the maintenance of the boxes of hydraulic transmission

- LotN°11: Spare parts intended for the maintenance of the electronic party

- Lot N°12: Windscreens

- Lot N°13: Batteries of accumulator

2. CONDITIONS OF ELIGIBILITY

The call for tenders being the object of the present specifications addresses to the builders of railcars ZZ22, the manufacturer and the distributors approval by the manufacturers.

The tenderers wishing to participate within the framework of the call for tenders being the object of the present project specifications have to join to their technical offers:

- For the builders of railcars ZZ22: the document justifying builder’s quality of railcars ZZ22, rested by at least three (03) certificates of good one execution, delivered by a railroad developer, concerning the supply of similar parts to those of the present call for tenders being the object of the specifications.

- For the manufacturers: the document justifying manufacturers quality of the similar parts to those of the present call for tenders being the object of the specifications, rested by at least, three (03) certificates of good execution, delivered by a railroad developer or a builder of railcars ZZ22, concerning the supply of similar parts to those of the call for tenders being the object of the present specifications.

- For the distributors approved: the document justifying representatives quality and/or approval delivered by one or several manufacturer (s) of similar parts to those of the present call for tenders, rested by at least, three (03) certificates of good one execution, delivered by a developer railroad or a builder of railcars ZZ22, concerning the supply of similar parts to those of the call for tenders being the object of the present specifications.

NB: Any offer not answering this condition will be declared not eligible.

3- WITHDRAWAL OF TENDER SPECIFICATIONS

The manufacturer concerned by this tender may withdraw the specifications at the following address:

Against presentation of a receipt for payment of the sum of ten thousand dinars (10.000,00DA), non refundable, representing the cost of documentation and reprographies for the SNTF account No. 001006260300300001/41, open to the BNA - 626 Agha Agency - Algiers.

4- CONSTITUENT DOCUMENTS OF THE OFFER

The offers must imperatively be accompanied by technical and financial documents such as defined in Article 08 of the specifications, part instruction to tenderers.

5- PRESENTATION OF TENDERS

The tenderers are required to submit their offers as follows:

- A first envelope closed and sealed containing the technical offer, in addition to carrying? tenderer name and address, marked « THIRD OPINION OF NATIONAL AND? 6- DEADLINE OF PREPARATION OF THE OFFERS

The bid preparation period is set at fourty five (45) days from the date of the first publication of the notice of tender in the BOMOP and in the national press.

7- DATE AND TIME OF SUBMISSION OF TENDERS

The date and time for submission of bids limits are set on the last day of the bid preparation period at 12h00 mn.

If this date falls on a bank holiday or a day of legal weekly rest, it will be extended until the next business day.

9- OPENING OF FOLDS:

The tenderers are invited to attend the public opening of technical and financial folds, which will be held at the Direction of Provisioning meeting room, located at 12, Avenue of the ALN-16040 Hussein Dey - Algiers.

It will take place on the day corresponding to the deadline for submission of bids at 13h00 mn.

10- PERIOD OF VALIDITY OF OFFERS:

The tenderers will remain committed by their offers during a period equal to the deadline of preparation of the offers increased by three (03) months.
