A two-step (02) process
1.SONATRACH Company, Direction Centrale Digitalisation et Système d’Information, located at Djenane El Malik, Hydra, Algiers, Algeria, issues a National and International Open Call for Tenders relating to:

2.Tender Document may be withdrawn, upon a written application, at the following address: Direction Centrale DSI, Djenane El Malik, Hydra, Alger, as follows
Withdrawal deadline of tender documents is thirty (30) days from the date of first issue in the BAOSEM.
- Deadline of technical bids preparation and submission is fifty (50) days from the date of first issue in the BAOSEM
Bidding Document shall be handed to any candidate upon submission of a copy of an Electronic Trade Register and payment of a non-refundable amount of DZD 5,000 for national bidders, and €100 or an equivalent sum in any currency listed in the basket of currencies published by the Banque d’Algérie, for foreign bidders.
Physical presence of bidder's representative is required to withdraw, as a legal register must be duly signed and stamped. Once withdrawn, the BD will be e-mailed.

Important: Payment shall be made to the BEA bank representative office, located at SONATRACH headquarters, Djenane El Malik, Hydra, Algiers.
3.In order to withdraw tender document, proof of payment shall bear in the name of the bidding company.
4.This is a two-step process bid
5. Under this Call for Tenders, envelopes containing technical offers (with no indication of price) and the financial offers, in a single closed outer envelope, must be submitted to the following address:

At the latest, fifty (50) days from the date of first issue in the Baosem
6.Technical bids shall be accompanied by a bid guarantee equal to: Two Million Dinars (2,000,000.00 DZD) issued by a bank under Algerian law for bidders under Algerian law. As for bidders under foreign law, an equivalent sum in any currency listed in the basket of currencies published by the Banque d’Algérie. Validity period of which shall be equal to that of the tenders, i.e. 180 days, with an additional period of Thirty (30) calendar days.
If the last day of tender submission is a public holiday, the deadline shall be postponed to the next working day.
7.Technical bids shall be opened in the presence of representative(s) of bidders who wish to attend the opening session which will take place at: SONATRACH, Direction Centrale DSI, Djenane El Malik, Hydra, Algiers Algeria. The opening date will be communicated later to bidders.
8.Financial bids will be opened and scrutinized in the presence of the bidders or their duly designated representatives wishing to attend the opening and examination session of financial bids and which will take place on the date, and time at the address written in the invitation which shall be sent only to bidders whose technical bids are declared complying with requirements of the bidding documents.
Bidders are bound by their tenders for a period of One Hundred and Eighty (180) calendar days startig from the deadline for bids submission.
