Migration of Hyperion Financial Management (HFM) Solution (HFM)

-A two-step (02) process -

We hereby inform companies, interested in the above-mentioned call for tenders, who have withdrawn bidding documents or are intending to do so, that the two-step process applies to this tender as specified in the basic notice isssued in BAOSEM No : 2428 on September 21st ; 2025.

The two-step separate stages process, with submission of a technical bid, without price indication as part of the first sep, and submission of a financial bid as part of the second step:

I-Technical step: The bidder must submit his technical offer in a sealed and anonymous envelope - without indication of price - together with professional references, administrative and tax documents as required by regulations in force. This offer shall be in (3) copies, (1) original and (2) copies.

 II-Financial step: under this step, only bidders whose technical offers have been declared meeting requirements of the Call for Tenders Documents, by the Technical Offer Evaluation Commission (CEOT), will be invited to submit their financial offers.

Date and time for opening technical bids will be communicated, in due time, to candidates who have withdrawn tender documents.

Date and time for opening financial bids will be communicated, in due time, to candidates who will be selected after evaluation of technical bids

It is understood that tender guarantee document must be presented at the technical tender opening phase.

Deadline extension is as follows:

• Deadline for withdrawing Tender Documents is extended until November 2nd ; 2025, at 4:00 p.m.
• Deadline for preparing and submitting technical bids is extended until November 20th ; 2025, at 4:00 p.m.
