NOTICE OF THE UPDATED N°01 OF THE NATIONAL AND INTERNATIONAL CALL FOR EXPRESSION OF INTEREST N°23/RTC/MNT/2022

Subject: Pre-qualification of companies with a view to carrying out a Technical Lightning Study of Oil and Gas Installations

The national company SONATRACH, Transport Activity by Pipeline, Exploitation Division, Regional Direction of Béjaia, is launching a notice of the updated n°01 of the national and international call for expressions of interest for the pre-qualification of companies with a view to carrying out a Technical Lightning Study of the Oil and Gas installations of all Regional Directions of TRC (Transport par Canalisation), divided into three (03) separate batches.

Batch N°01 : Technical Lightning Study of the installations of the Regional Direction Centre (RTC) Bejaia, the Regional Direction East (RTE) Skikda and the Enrico Mattei Gas Pipelines Direction (GEM), Oued-Safsaf (Tébessa)

Batch N°02: Technical Lightning Study of the installations of the Regional Direction West (RTO) Oran and the Pedro Duran Farell Gas Pipeline Direction (GPDF) Laaricha (Tlemcen)

Batch N°03: Technical Lightning Study the installations of the Regional Direction Haoud-El-Hamra (RTH) Ouargla, the Regional Direction In-Amenas (RTI) and the Gas Pipeline Direction Hassi-R’mel (HRM) Laghouat

The scope of the service consists of:

The development of a Technical Lightning Study for the compliance of the lightning protection and earthing systems of each TRC site, based on the Lightning Risk Analysis reports which will be provided by SONATRACH and will cover the following points:

Study and calculation notes (Protection against the direct and indirect effects of lightning, prevention, execution plans and verification and maintenance instructions);

Specifications (Technical and Quantitative) of the works and supplies related to the execution of this contract (During the Construction phase);

Development of specifications for the launch of a Call for Tenders for the realization and construction (Works, Supplies and Construction);

Monitoring the execution of the called project for SONATRACH interest;

Training in the Lightning field.

Containing the following administrative documents:

Copy of conformity certificate to the Qualifoudre Standard Version V4.0 (Or Equivalent) of the company responsible for the execution of this project ( for foreign companies only);

Copy of Competence Certificate of the staff responsible for developing the Technical Lightning Study in accordance with the Qualifoudre V4.0 standard (Or Equivalent);

Copy of Electrical and ATEX accreditation of the staff responsible for the project;

Copy of the electronic commercial register consistent with the purpose of the project;

Professional references in the field of protection of Oil and Gas installations against the direct and indirect Impacts of Lightning (Minimum two (02) Certificates of good Execution);

Tax and parafiscal situation currently valid;

Statutes of the company and list of the main shareholders or partners, certified legal if it is a legal entity (Sarl, Eurl, SNC, etc.);

In the event of a grouping, provide the original of the grouping agreement (Memorandum of Understanding), duly signed and dated by the authorized representatives of the respective companies, which must be attached to the submission.

The deadline for submitting applications is set at sixty (60) days from the date of publication of this notice at BAOSEM, i.e. March 30^th, 2025 at 4:00 p.m.

The results of this update will be published in BAOSEM and pre-qualified candidates will be invited to withdraw the Selective Consultation File.

If the last day of deadline for submitting applications coincides with a public holiday and/or a legal day of rest, the date will be postponed to the following working day
