NATIONAL AND INTERNATIONAL CALL FOR A MANIFESTATION OF INTEREST N°23/RTC/MNT/2022

Object: Prequalification of companies in the purpose of realizing a Lightening Technical Study for Oil and Gas installations 

The national company SONATRACH, Transport Activity by Pipeline, Exploitation Division, Regional Direction of Béjaïa, Arrière-port, BP 19, 06 000 Béjaïa, issues a National and International Call for a Manifestation of Interest N°23/RTC/MNT/2022, to realize a Prequalification of companies in the purpose of realizing a Lightening Technical Study for Oil and Gas installations, of the Transport Activity by Pipeline Regions and Directions in three (03) separated batches.

Batch 01: Lightning Technical Study for the installations of the Regional Direction of Bejaia (RTC), Regional Direction of Skikda (RTE) and the Direction of the Pipelines Enrico Mattei (GEM), Oued Safsaf, Tebessa.

Batch 02: Lightning Technical Study for the installations of the Regional Direction of Oran (RTO) and the Direction of the Pipeline Pedro Duran Farell (GPDF), Laaricha, Telemcen.

Batch 03: Lightning Technical Study for the installations of the Regional Direction of Haoud El-HAMRA (RTH), Ouargla; Regional Direction of In Amenas (RTI) and the Direction of the Pipelines of Hassi R’mel (GHR), Laghouat.

The Study Consists on:

This Study consists on bringing into conformity the protection systems against lightning and the grounding of each site of the Transport by Pipeline Activity (TRC), on the bases of Lightning Risk Analysis Reports (ARL), which will be provided by SONATRACH, and it will be about the following points:

• Study and notes calculations (Protection against direct and indirect effects of lightning, Prevention; plans Executions; and verification and maintenance notices.
• Technical and quantitative specifications of the works and the supplies related to the execution of the present project (In Construction stage).
• Elaborating a Tender Specifications related to the realization and construction (containing works, supplies and realization)
• The following-up of the realization of the project for SONATRACH.
• Training of the employees in the field of Lightening.

The companies interested by the present Call for Manifestation of Interest, are invited to transmit their folds to the address below, containing the following documents:

- A copy of conformity certification to the referential Qualifoudre Version V4.0 (or equivalent)

- A copy of the qualification certificate of the personnel leader of the realization of the Lightning Technical Study, according to the referential Qualifoudre Version V4.0 (or equivalent)

- Electrical authorization and ATEX of the personnel.

-  A copy of a trade register or approval in compliance of the project.

- Professional references (recommendations) in the field of the protection of Oil and Gaz installations against lightning impacts (minimum of two (02) certifications).

- A valid Fiscal and parafiscal situation.  

- Statutes of the company.

- A "protocol of agreement" signed and dated by the legally authorized representatives, in the case of two or more companies desire to constitute a consortium or a grouping.

The candidacy folds must be remitted in a sealed fold without indication of any price, to the following address of the Regional Direction of Béjaia:

And the external folds must contain the following indications:

National and International Call for a Manifestation of Interest

N° 23/RTC/MNT/2022, to realize a Lightning Technical Study, separated in three (03) distinguished batches.

The candidacy folds must be deposited in a deadline of Thirty (30) days from the publication of the present Call for Manifestation of Interest on the "BAOSEM (on 18/08/2022 at 16:00 PM).

The results of the present Call for a Manifestation of Interest will be issued on the BAOSEM, and the prequalified candidates will be invited to withdraw the specifications.
