PT Pertamina Algeria Eksplorasi Produksi (Company), in association with Sonatrach, “The Association” managed by the legislative decree N°- 2004- 423- 424- 426-427 of December, 22^nd 2004, acting as operator for development of Menzel Lejmat North MLN Block 405a, located in the Berkine Basin Algeria, having its Head Office at Bali Building / The Legacy Luxury Hotel Algiers Hydra, First Floor, Lotissement Moutchatchou, Lot BD11, Haut Site Hydra 16043 Algiers, Algeria, launches a national tender for prequalification related to:

PROVISION OF WASTE MANAGEMENTSERVICES FOR MLN FIELD BLOCK 405A

The provision of Waste Management Services shall be executed at MLN field CPF Block 405a, located in Berkine Basin, at 275 km South East of Hassi Messaoud for the support of Company’s daily operations. The scope of work is mainly oriented to provide the treatment service for 26,000 m3 contaminated sand, along with fragments of old contaminated liner (geomembrane) in order to comply with specification required by the Algerian regulation (Executive Decree No. 06-141 of April 19, 2006 and Executive Decree 06-104 ) and international standards.

This involves transporting contaminated sand (sludge) from Company’s site evaporation pond to the Contaminated Sand Treatment skid, situated 200 meters away, and then transporting decontaminated/treated sand back to temporary storage near the Contaminated Sand Treatment Skid. Potential Contractor is also required to hire third-party Laboratory Analysis for daily, monthly and final clean/decontaminated sand treatment validation to confirm compliance with the Algerian regulations. Final stage entails disposal of clean sand to the final designated location, after third-party Laboratory final Analysis.

The service includes but not to be limited to:

Mobilization and demobilization

Contaminated sand treatment skid and service (including personnel, handling/transferring/pumping equipment, power generator, fuel, all accessories)

Third party Laboratory analysis service

Prospective bidders are required to hold license(s) issued by the competent authorities of the Algerian Government, namely the Ministry of Environment. These licenses should authorize the collection, transportation, storage, and treatment of hazardous waste. Such Licenses must remain valid throughout the Two (02) years contract term and should adhere to specific following codes: 5.1.8 / 19.2.3 / 19.8.11 / 13.5.1 / 13.5.2 / 13.5.3 / 13.5.4 / 13.5.5 / 17.2.1. These requirements are outlined in Executive Decree 06-104, which delineates waste classification, including hazardous special waste.

The tenderers must have sufficient human and material resources to cover the scope of services at the request of Company.

Company would like to proceed with a screening of potential bidders that, if qualified at the outcome of this pre-qualification, will be included in a short list and shall receive the Invitation to tender, including details of the service scope for the subject mentioned services.

Tenderers that are interested in this prequalification are invited to send their prequalification file via email. The Pre-qualification file is composed of the following mandatory documents:

The interest letter that must carry the name of the tenderer, the detailed address of the tenderer with the phone number, email address (Principal) and an alternative email address of the responsible in charge of tenders.

A scanned and certified copy of a subscription sample to the trade register with activity code covering Waste management services.

A scanned copy of the Tax Identification Number.

A scanned copy of an updated uncluttered tax situation certificate or assorted with a calendar of tax debts reimbursement duly established by the Algerian tax administration (extrait de role) not older than Three (03) months.

Summary of the last Five (05) years’ professional references, justified by good execution certificates delivered by the satisfied clients in Oil and Gas sector.

Certified accounts for the last Three (03) years and Result Accounts Table (RAT).

Valid License(s) issued by the competent authorities of the Algerian Government, namely the Ministry of Environment to provide collection, transportation, storage, and treatment of hazardous waste, as specified above.

OSHAS 18001, ISO14001, ISO 9001 Certifications

Operation permit for the treatment unit in accordance with Algerian regulations.

The Letter of Interest shall include the following information:

a. The Tenderer’s company full legal Name

b. Its office address and telephone/fax number

c. Recommended Person In Charge (PIC) complete with mobile phone number, email address (main) and an alternative email address.

The interest letter and the required supporting documents enumerated above should be submitted via email, if the file volume is less than 20 Mb. Should the volume be greater than 20 Mb, tenderer can upload the file to an online/Web storage platform or secure file exchanger, such as Cloud, Google Drive, Wetransfer, Grosfichiers, Dropbox…etc and share the link via email to the following email addresses:

The scanned copies of the required documents must bear a title, be readable and of good quality. PDF format is recommended.

The deadline for the submission of the interest letter and the prequalification documents is set for Twenty (20) days, starting from the date of publication of this advertisement in the Baosem magazine & online website. The date of publication is included in the calculation of the submission period.

Only tenderers having passed the prequalification phase shall receive the invitation to tender. Not submitting the required complete documentation or if the documentation is received after 6 pm (Algeria local time) on the deadline day shall results in the tenderer’s disqualification.

All the cost incurred for the preparation of the prequalification documents shall be entirely at Tenderer’s expense. Tenderers shall not get into any recourse to claim to Company for the reimbursement of such cost.
