GCB Company/ Purchase Directorate, Zone Industrielle Oued Smar, Tax ID: 000035072294694, issues a national and international open invitation to tender in one step, regarding:
Supply 03 industrial water coolers 350 kW
The tenderers that are interested in this invitation to tender may withdraw the specifications at: GCB-Direction Achats, as of the date of its publication in the Baosem, in return of presenting an accreditation letter and the payment of a non-repayable amount of 5000 DZD for the Algerian tenderers, to the bank account GCB/ Direction Achats BEA N° 002 00082 0822200553/ 63, Rouiba Agency El Kenz, and 50 € for the foreign ones to the bank account GCB/ Direction Achats BEA N° 002000 82 82 120000 11-92 Rouiba Agency El Kenz.
The one-step submission mode applies to this invitation to tender.
The offers’ submission deadline, operated by the tenderers or their representatives duly mandated, is fixed on 30 days as of the first publication of this invitation to tender in the Baosem.
In this invitation to tender, the tenderers the technical offer with no reference to the price, and the financial one, must be deposited simultaneously in two separate envelopes, contained in the same external envelope, at the following address:

-The Guarantee period is 18 months as of the date of the provisional reception of the material;
Period of the supplies’ delivery:
- For the foreign tenderers: Maximally 02 months FOB Loading Dock;
- For the Algerian tenderers: Maximally 03 months on Site (Oued Smar- Algiers).
1- Justify the existence of a permanent After-Sale Service settled in Algeria with maintenance workshops, spare parts store and human and material means, sufficient for an efficient undertaking of all the material that is object of this invitation to tender;
2- In the framework of subcontracting with a local After-Sale Service, it is necessary to attach the contract or the convention linking the tenderer to the local After-Sale service as well as a copy of the trade register;
3- The tenderer must at the Buyer’s disposition his/ her After-Sale Service on their charge for a minimal period of 10 years, even after the production shutdown;
4- The contracting structure may at any phase of the tendering process proceed to an audition to the supplier in order to appreciate and assure the After-Sale service capacity.
5- Justify the professional references in the Algerian South with companies of building public works for the suggested model, by contracts and good execution certificates.
List of required documents:
1- The submission letter of the technical offer valid for all the process period;
2- The power proxy of the signatory person(s), the power proxies for the Groupings;
3- The engagement to supply the ultimate parent company guarantee or the shareholders;
4- The submission bail according to the sample attached, delivered by an Algerian bank; (The lack of the submission bail constitutes a rejection motive)
NB: the Swift is not accepted.
5- The commitment letter according to the attached samples, duly signed by the tenderer;
6- the declaration to subscribe signed;
7- The general information file, including the administrative file;
8- The technical offer, signed and stamped;
9- The observations and/ or the comments of the technical offers;
10- The contract project, initialed and signed;
11- The manufacturer(s) authorization(s);
12- the origin certificate(s);
13- The specifications initialed and signed on the last page with the mention “read and approved”.
Administrative file:
1-Statutes of the company and list of the principal shareholders or partners certified by the legal authorities of their country;
2-Extract of trade register supplied with an electronic code, otherwise your offer shall be rejected;
3- Update on the tax situation in Algeria and in the countries where their head offices are located;
4- Situation towards the social security bodies in Algeria;
5-The financial situation of the tenderer containing the balance sheets and profit and loss accounts and the auditor’s report of the three last financial years;
6- History of past and ongoing litigation, if any;
7- The extract of the criminal record for natural persons;
8- Power of the signatory authorized to act in the name and on behalf of the tenderer and commit the company or firm for the achievement of the contract object of the present specification. It must be original, dated and signed by the tenderer;
9-Copy of the voucher payment of the specification;
10-Copy of current tax assessment.
11- The amount of the submission bail:
The technical offers of the Algerian tenderers shall be accompanied by a submission bail higher than 01% of the contract amount.
The technical offers of the foreign tenderers shall be accompanied by a submission bail higher than 01% of the contract amount, whose validity duration is equal to the offers’ validity duration, that is 180 days, assorted by an additional period of 30 calendar days.
The date and time of the offers’ opening shall be communicated to the tenderers.
The offers’ submission deadline corresponds to 30 days as of the date of publication of this notice in the Baosem.
The envelopes containing the financial offers shall be opened and examined in the presence of the tenderers who would like to attend or their representatives duly designated during the financial offers opening session that shall take place at date and time mentioned in the invitations addressed to only the tenderers whose technical offers are declared conform to the specifications’ requirements.
The tenderers keep engaged to their offers for a period of 180 days as of the date of the offers’ submission.
N.B: The contracting structure has the faculty to decide to end the tendering process at any moment and before the final contract awarding.
