Single (01) Stage Process

GCB Company, Purchase Department located at: Zone Industrielle Oued Smar, which the fiscal identification number is 000035072294694, issues a national and international open invitation to tender regarding:

Supply of 03 fuel distributing trucks 4x4 10 000 L

Prospective bidders interested in the present invitation to tender may withdraw The specifications at GCB-Direction Achats- as of the date of the first publication of this invitation to tender in the BAOSEM, , against the presentation of an assignment letter and a payment of a non-repayable amount of 5000,00 DZD concerning Algerian tenderer into bank account GCB /Direction Achats BEA N° 002 00082 0822200553 /63 agence Rouiba EL KENZ and 50 € concerning the foreign ones, into bank account GCB /Direction Achats BEA N° 002000 82 82 120000 11-92 agence Rouiba EL KENZ.

 The tendering mode in a single stage applies to the present invitation to tender.

The Closing date for tenders’ handing over by the bidder or their duly representatives is 30 days as of the first publication date of this invitation to tender in the BAOSEM.

Concerning the present invitation to tender, the technical tenders without any price indication and the financial ones must be handed over, at the same time, in two separate envelopes put inside same envelope at the following address:

The Eligibility terms are:

- Respond to the technical requirements of the specifications;

- Justify the existence of an After-Sale Service settled in Algeria with maintenance workshops, spare parts store and sufficient human and material means for an efficient undertaking of all the material object of this invitation to tender;

- In the framework of subcontracting with a local After-Sale Service, it is necessary to attach the contract or convention relating the tenderer to the local After-Sale Service, as well as a copy of the trade register;

- The tenderers must put at the Client disposition his/ her After-Sale Service on the latter’s charge for a minimal period of 10 years even after stopping the production;

- The Contracting Structure may at any step of the tendering process proceed to an audition for the supplier in order to appreciate and assure the After-Sale capacity;

- Justify your professional references in South Algeria with construction companies for the suggested model by contracts or good execution certificates;

Warranty period:

- 18 months as of the signature of the minutes of the provisional reception of the material;

Period of the material delivery:

-For the foreign tenderers: Maximally 13 months on CFR Incoterm 2020 Algerian port of destination;

-For the Algerian tenderers: Maximally 14 months on Oued Smar Site (Algiers) after the contract’s entry in force.

Documents to be supplied:

- The supplier is requested to deliver the gauging certificate, approved and issued by ONML after delivery;

- The spare parts catalog, printed and on CD ROM (in French language) for each truck;

- Repair and workshop manual in French language for each truck;

- Operation and maintenance manual (in French language) for each truck.

Training and Assistance:

-Factory visit for two (02) persons paid for by supplier five (05) days (airfare and insurance paid for by GCB) during manufacturing;

-Training by a highly qualified technician at the buyer's site for technicians and drivers and/or operators for one week.

List of required documents:

1-The letter of submission of the technical tender valid for the entire duration of the process;

2-The delegation (s) of the signatory (s), the delegation of powers for the Groups;

3-The commitment to supply the guarantee of the ultimate parent company or the shareholders;

4-The submission bail delivered by an Algerian bank; (The absence of the submission bail constitutes a reason for rejection).

The Swift is not accepted.

5-The commitment letter, according to the attached model, duly signed by the tenderer;

6-The subscription declaration signed;

7-The general information folds including the administrative fold;

8-The technical tender signed and stamped;

9-The remarks and/or comments to the technical tender;

10-The contract project initialed and signed;

11-The authorization (s) of the manufacturer (s);

12-The origin(s) certificates;

13-The specifications to be initialed and the last page to be signed with acknowledgment and approval mentioned;

Administrative fold:

1-Status of the company and list of the principal shareholders or partners certified by the legal authorities of their country;

2-Extract of the trade register with the electronic code, otherwise the offer shall be rejected;

3- Update on the tax situation in Algeria and in the countries where their head offices are located;

4- Situation towards the social security bodies in Algeria;

5-The financial situation of the tenderer containing the balance sheets and profit and loss accounts and the auditor’s report of the three last financial years;

6- History of past and ongoing litigation, if any;

7- The extract of the criminal record for natural persons;

8- Power of the signatory authorized to act in the name and on behalf of the tenderer and commit the company or firm for the achievement of the contract object of the present specification. It must be original, dated and signed by the tenderer;

9-Copy of the payment voucher of the specification;

10-Copy of current tax assessment.

The technical offers of the national tenderers shall be accompanied by a submission bail with an amount of 1 200 000 DZD.

The technical offers of the foreign tenderers shall be accompanied by a submission bail with an amount of 8 800 € or $.

Whose validity duration is equal to the validity duration of the offers, that is 180 days, assorted by an additional period of 30 calendar days.

The tenders’ opening date and time shall be communicated.

The envelopes containing the technical tenders shall be opened in the presence of the tenderers’ representatives who would like to attend to the opening session that shall take place at the address:

The tenders’ opening date and time shall be communicated to the tenderers eventually.

The tenders’ submissions deadline corresponds to 30 days as of the date of publication of this notice in the Baosem.

The financial tenders’ envelopes shall be opened and examined in the presence of bidders which wish to attend the tenders’ opening session or their duly authorized representatives during the financial tenders opening and examination session which shall take place in the date, timing and address mentioned in the invitation which shall be directed to only tenderers whose technical tenders declared conformed to the tender package requirements.

Tenderers shall remain bound by their tenders for a period of 180 calendar days as of the tenders handing over date.

N.B: The contracting structure has the right to decide to put an end to the invitation to tender process at any time and before the definitive contract awarding.
