Corrigendum notice of prequalification call (National and International)

Subject: Supply, Installation and Commissioning of Two Semi-Automatic Cement Plants with Respective Capacities of 900 Tons and 600 Tons

This corrigendum cancels and replaces the initial notice published in the BAOSEM on 15/09/2025 under No 2426 It is considered as an amendment to the previous notice.

The modifications primarily concern the subject of the pre-qualification notice, the requirement to submit a detailed technical offer during the pre-qualification phase, as well as the organization of individual technical meetings with the applicants.

All other information contained in the original notice, including the participation conditions, project nature, and submission procedures, remain unchanged.

The subject is amended as follows:

“Supply, installation and commissioning of two semi-automatic cement plants with respective capacities of 900 tons and 600 tons.”

Amendments:

As part of its industrial development program, ALSCIF is launching a pre-qualification call for companies or consortia for the supply, installation, and commissioning of two semi-automatic cement plants, with respective capacities of 900 tons and 600 tons.

This call aims to identify and pre-qualify companies with proven expertise in:

• The supply, transport, installation, testing, and commissioning of two semi-automatic cement plants (capacities: 900 T and 600 T);
• Possible technical support, personnel training, and after-sales service;
• The provision of all related technical documentation.

1. Technical Offer Requirement in Pre-Qualification Phase:

As part of this pre-qualification phase, each applicant must compulsorily submit a detailed technical offer, including in particular:

• A full technical description of the proposed cement plants;
• Equipment specifications, layout diagrams, and integrated automated processes;
• Guaranteed performance, energy consumption, production capacity, control/command systems;
• Estimated timeframes for delivery, installation, commissioning, and training;
• Infrastructure or site preparation requirements;
• Any innovations or added value proposed by the applicant.

2. Technical Meetings with Applicants:

Individual technical meetings will be held with each applicant who has submitted a complete dossier, in order to assess their understanding of the project, clarify proposed solutions, and discuss the technical aspects of their offer. These meetings will be organized in the days following receipt of the dossiers. The arrangements will be communicated directly to the concerned applicants.

3. Participation Conditions:

This call is open to both national and international companies, individually or in consortium, with solid references in similar projects. Applicants must demonstrate their technical, organizational, and financial capacity to successfully carry out the project.

4. Pre-Qualification Dossier to be Submitted:

Applicants must submit a complete dossier including:

1. Signed letter of expression of interest;

2. Company or consortium presentation (organization, experience, structure, etc.);

3. Proven references of similar projects executed during the last five (05) years;

4. Certified financial statements for the last three (03) years;

5. Financial capacity (bank certificates, credit lines);

6. Quality certifications if available (e.g., ISO 9001);

7. CVs of key technical personnel;

8. Detailed technical offer (see point 1 above);

9. Any other relevant document.
