Supply, installation, and commissioning of two semi-automatic cement plants with capacities of 900 tons and 600 tons, respectively

The Algerian Company for the Stimulation, Cementing and Fracturing of Oil Wells, abbreviated to ALSCiF, located at Oued IRARA, BP 208 Hassi Messaoud- Ouargla, is launching a call for national and international Expressions of Interest under reference: N° 19-O/ALSCiF/DPC/DG/2025, Relating to:

Pre-Qualification of Companies specializing in «bulk cement plant » and special operations in oil & gas sector.

PROJET DESCRIPTION:

The project consists or pre-qualifying a « short list » of Companies to support ALSCiF in its projects to launch new service lines.

The purpose of this call for expressions of interest is to:

Supply, installation, and commissioning of two semi-automatic cement plants with capacities of 900 tons and 600 tons, respectively.

The Companies interested in this call for expressions of interest are invited to submit their service offers to ALSCiF, with the aim of establishing a possible form of cooperation and collaboration between ALSCiF and the pre-qualified companies.

Under the first phase of «Pre-qualification», an AD-HOC commission will select Specialized Companies, according to the procedure for selecting contracting service providers.

The selected specialized Company or Companies, will be invited subsequently to participate in a « restricted consultation » in accordance with the « Contract Award Procedure », and the type of contract to be awarded, and will have the right, if necessary to carry out one or more site visit to conduct their diagnostics.

In the first phase, candidates are required to submit only a general information file and an administrative file.

In its offer, the candidate must establish, to the satisfaction of the Contracting Authority that it has the capacities and resources required, to successfully carry out the execution of the project subject of this expression of interest, as well as valuable references. The candidate must include, as an integral part of his file, the following information:

General informations File:

Candidate information sheet;

Documents relating to the tenderer’s qualifications, as well as professional references in the area of the activity in question;

Full details of the organization and structure when it is a group;

Details of its current and forecast workload, in the field of activity of this call for prequalification;

The number of contracts executed or in progress for the activity in question, while specifying the scope of the market entirely carried out internationally during a period of five (05) last years;

Documents proving its financial, technical and production capacities necessary to carry out the project of prequalification ;

Administrative file of the Bidder:

Bidders, acting as sole proprietorship or as a member of a group, must have their bids accompanied by an administrative file, including in particular the following documents:

The status of the Company and the list of the main shareholders or partners, certified by the legal authorities of the country;

A copy of the trade register. The bidder under Algerian law must provide one (01) electronic copy of its trade register;

The tax identification number (NIF), for national bidders and foreign bidders whohave already worked in Algeria;

The certificate of social security organization for national bidders and foreign bidders who have worked in Algeria;

The financial situation of the bidder including the balance sheets, the published income statements, the annexes or notes to the financial statements, the bank references, the auditors’ reports for the last three (03) years and any other required financial documents;

The administrative files and general information files must be sent, in a sealed envelope to the following address:
