The Company Sonatrach- Activity Liquefaction and Separation – Division GNL & GPL GL1K plant B.P N°72 Z.I Skikda fax: 038-94-81.98 to 99 launches a National and international open invitation to tender for :
supply of a brazed aluminum plate exchanger for the GL1K Complex-Skikda
The tender documents can be obtained from the complex GL1K legal department, Complexe GL1K, Z.I BP 72 Skikda 21000 and or requested via the following email jur_gl1k@Sonatrach.dz, at the latest within Forty-five (45) days from the date of publication in BAOSEM of this notice of invitation to tender, it can be obtained by any interested candidate, against presentation of a power of attorney to withdraw from the Tenders file for the authorized persons, a copy of the commercial register as well as proof of payment of a non-refundable amount of 5,000 Algerian DA for Bidders under Algerian law or 50 Euros for Bidders under foreign law
Cash payments are not accepted
Payment will be made by bank transfer to the customer's bank account at: Banque Exterieure d'Algérie (BEA) Site Sonatrach Skikda Account N°002.000858508560020-35
(the bank receipt must bear the following statement: “Withdrawal of the Tenders File No. 09 /INP/GL1K/2024
The proof of payment relating to the withdrawal of the Tender File (Bank advice) must be established in the name of the Bidder.
Three (03) working days before the date he plans for the withdrawal, a fax specifying the surnames and first names of the authorized persons is sent by the tenderer to the contracting structure to prepare the necessary invitations for access to the industrial zone.
The single-stage bidding mode applies to this Invitation to Tender.
Under this invitation to tender, the technical offers, without any price indication and the financial offers must be submitted simultaneously in two separate envelopes contained in the same envelope, to the address Complexe GL1K BP 72 – Skikda within 45 days from the date of publication in BAOSEM of this notice. If the deadline for submitting tenders coincides with a public holiday or a weekend, the deadline will be postponed to the next working day. Only the stamp of the Bureau d'Ordre Général of the GL1.K Complex will prevail.
The technical offers are accompanied by a bid guarantee of 3 600 000 DA (Three Million Six Hundred Thousand Dinars for companies under Algerian law the amount of the bid guarantee in foreign currency is 25 000 EUROS (Twenty-five thousand Euros) companies governed by foreign law in Euros, whose period of validity is equal to the period of validity of the offers, i.e. 180 days from the date of opening of the technical offers, plus an additional period of 30 calendar days.
Tenders drawn up in three (03) copies including one (01) original and two (02) copies accompanied by the documents required in the Call for Tenders File, must be sent by post or deposited at the General Order Office under duplicate sealed envelope to the address indicated above.
The sealed outer envelope must be anonymous and contain only the following information:

The envelopes containing the technical offers will be opened in the presence of the representative(s) of the tenderers who wish to attend the opening session which will take place on the date, at the time and at the address mentioned in the invitation which will be sent to the Bidders who have withdrawn the Call for Tenders file.
The bids containing the financial offers will be opened and examined in the presence of the Bidders who wish to attend or of their duly designated representatives during the opening and examination session of the financial offers which will take place on the date, at the at the time and at the address mentioned in the invitation which will be sent only to the Bidders whose technical offers are declared to comply with the requirements of the Call for Tenders Dossier.
Bidders will remain committed to their bid for a period of 180 calendar days from the date of opening of technical bids.
