NOTICE OF NATIONAL AND INTERNATIONAL OPEN INVITATION TO TENDER

NO. 15/A/2025

The Algerian Industrial Project Implementation Company (SARPI SPA) is issuing a National and International Open Invitation to Tender.

"No. 15/A/2025" regarding :

Supply of civil engineering equipment divided into eleven (11) batches :

Batch 01: Four (04) 4m³ wheel loaders with pipe loading clamp

Batch 02: Four (04) Compact loaders (SKID TEER)

Batch 03: Four (04) Crawler excavators with quick couplers and rock breakers

Batch 04: One (01) 15T wheeled excavators with rock breaker hammer

Batch 05: Two (02) Crawler mini-excavators

Batch 06: Two (02) 2T compactor rollers

Batch 07: One (01) 20T pneumatic roller compactor

Batch 08: One (01) 20T single-drum roller compactor

Batch 09: Two (02) 7 to 8 m³ mixer trucks

Batch 10: Five (05) 3 m³ self-propelled concrete mixers

Batch 11: Two (02) 2 m³ 4X4 dump trucks

The Tender Documents may be collected from the SARPI headquarters located at 10 Rue Mohamed Taher Semmani – Hydra, Algiers, and no later than September 09^th 2025, by any interested candidate, upon presentation of a copy of the trade register for the activity, the candidate's wet stamp, a delegation of authority in the case of a mandated person, signed by the first person in charge, and proof of payment of a non-refundable amount of (Fifteen Thousand Algerian Dinars) 15 000 DA for Algerian tenderers (One Hundred and Fifty Euros) €150 for foreign tenderers by bank transfer to the BEA bank account, Hydra Agency 005, Algiers, Account No. 002 00005 005 220 0054 74; SWIFT BEA: BEXADZAL005

The single-stage submission method applies to this Invitation to Tenders.

Under this Invitation to Tenders, technical offers, without any price indication, and financial offers must be submitted simultaneously in two separate envelopes contained within a single envelope, addressed to or delivered to the following address: SARPI, located at 10 Rue Mohamed Taher Semmani – Hydra, Algiers, no later than September 09^th 2025.

For Algerian tenderers, technical offers are accompanied by a submission bail in the amount of:

Batch 01 : (1 400 000.00 DA).

Batch 02 : (300 000.00 DA).

Batch 03 : (1 800 000.00 DA).

Batch 04 : (200 000.00 DA).

Batch 05 : (200,000.00 DA).

Batch 06 : (200 000.00 DA).

Batch 07 : (200 000.00 DA).

Batch 08 : (200 000.00 DA).

Batch 09 : (500 000.00 DA).

Batch 10 : (700 000.00 DA).

Batch 11 : (100 000.00 DA).

Established for the benefit of SARPI, the validity period is equal to the validity period of the offers, i.e., One Hundred and Twenty (120) days, plus an additional period of 30 calendar days.

For foreign tenderers, the amount of the submission bail is:

Batch 01 (14 000.00) Euros or the equivalent in USD

Batch 02 : (3 000.00) Euros or the equivalent in USD

Batch 03 : (18 000.00) Euros or the equivalent in USD

Batch 04 : (2000) Euros or the equivalent in USD

Batch 05 : (2000) Euros or the equivalent in USD

Batch 06 : (2000) Euros or the equivalent in USD

Batch 07 : (2000) Euros or the equivalent in USD

Batch 08 : (2000) Euros or the equivalent in USD

Batch 09 : (5 000) Euros or the equivalent in USD

Batch 10 : (7 000) Euros or the equivalent in USD

Batch 11 : (1 000) Euros or the equivalent in USD

The offers will be opened in the presence of the tenderers’ representative(s) who so wish at the opening session to be held at the following address: SARPI SPA, 10 Rue Mohamed Taher Semmani – Hydra, Algiers, on September 10^th, 2025, at 10:30 a.m.

tenderers will remain bound by their offer for a period of One Hundred and Twenty (120) calendar days as of the initial offer submission date.
