NOTICE OF NATIONAL AND INTERNATIONAL TENDER

The call for tenders will be carried out in a single phase, with simultaneous submission to the Tenders Opening Commission (COPU), of the technical and the financial tenders.

The bid fold of the technical offer must be distinct from that of the financial offer, which will be opened at the end of the evaluation of the technical offer.

The documents constituting the technical and the financial bids are listed in detail in the "zero" document of the specifications.

Any Algerian tenderer, interested by this notice, can buy on written request at the address below, a complete set of tender documents in electronic or paper, against payment of a non-refundable amount of 30 000.00 DA (Thirty Thousand Dinars) to the B.N.A account of Sonelgaz– Spa Services N° 001 00637 0300 000 071/91 Agence 637 Immeuble des 700 Bureaux coté B, Route Nationale N°38 Gué de Constantine - Alger.

Any foreign tenderer, interested by this notice, can buy on written request at the address below, a complete set of tender documents in electronic or paper, against payment of a non-refundable amount of 500 € (Five Hundred Euros) or equivalent in US Dollars to the B.N.A account of Sonelgaz– Spa Services N° 001 00602 0310 000 005/65 SWIFT Code: BNALDZALXXX Agence 602, 02 Boulevard Krim Belkacem - Telemly - Alger.

Transfer costs are the responsibility of the candidate and are not included in the amount of withdrawal from the specifications.

Technical and financial offers must be submitted to the address below on 25/06/2024 at 09:30.

The tenderer will submit a complete file consisting of the documents listed below, dated, signed and initialed by a duly authorized person

For the technical offer:

The technical offer will include the following documents:

Technical file:

• An original copy of the specifications duly completed (without mention of price), signed and initialed at the bottom of each page bearing the words “Read and accepted” on the last page,


• Valid DQL employment authorization.


• The technical sheets and specifications duly endorsed and sealed by the manufacturer,


• Detailed technical documentation of the supplies and factories offered (Diagrams, descriptions, quality plans, manufacturing processes, qualifications and others),

• Certificate of origin of the Algerian product issued by the chamber of commerce (for national manufacturers),


• Certificate from the country of origin of the supplies,


• Valid ISO 9001 certificate from each manufacturing plant,


• The manufacturer's authorization to market its product to distributors established according to the model in Annex A10, A manufacturer can only establish one authorization within the framework of the same lot of this call for tenders,

The technical offer must under no circumstances include information on prices, under penalty of rejection of the offer.

• The technical submission letter drawn up following the model in appendix A1 “Per Lot”;


• The original of the tender bank guarantee established according to appendix A3 “Per Lot”;


• The status of the company (approved by the Chamber of Commerce and/or the Algerian consular services, for a foreign bidder),


• The trade register of the bidder having the activity code corresponding to the subject of the call for tenders.


• The criminal record extract when it concerns a natural person and the manager or the General Director of the company when it concerns a company. This provision does not apply to companies not resident in Algeria,


• The list of the main managers and shareholders of the company,


• The declaration to be made established according to appendix A5,


• The certificate of authority of the person authorized to initiate the contract,


• Financial balance sheets, duly certified income statement tables, for the last three years of the company(ies), (when it is a newly created company, it is sufficient to present at least one final balance sheet or an opening balance sheet.)


• The company’s banking references,


• The tax certificate,


• The declaration of probity established according to appendix A4,


• Commitment to adhere to and respect the charter of social obligations according to appendix A09


• Justified references from the largest clients who have used its services,


• The certificate of legal deposit of corporate accounts, for commercial companies with legal personality under Algerian law.


• In case of grouping:


• An authenticated group agreement specifying the responsibilities of each member.


• Each member must provide their own declaration to subscribe to.


• The leader must mention that he is acting on behalf of the group by specifying the nature of the joint or several group, in the declaration to be subscribed and the submission letter for the technical offer


• Each member must provide their own declaration of probity.

In case of subcontracting:

• Each subcontractor must provide its own declaration of probity.

For the financial offer:

The financial offer will include the following documents:

• The letter of financial submission duly signed according to the model in appendix A02 (By batche);


• The detailed Bid price schedule duly completed, signed by an authorized person and stamped on all pages and all documents relating to the prices and amount of the Bid in accordance with Annex B01 of Exhibit II ;


• The delivery schedule in accordance with Annex B02 of Exhibit II ;


• The draft contract (Exhibit I), duly completed, initialed and signed by an authorized person.

The bid opening sessions are public and will take place on the same day at the address given below.

The guarantee will be constituted by an Algerian Bank guarantee and will be valid thirty (30) days after the expiry of the period of validity of the offers and the pronunciation of the raised hand by Sonelgaz- Service Spa

For an Algerian tenderer, the bid bond guarantee will be constituted by an Algerian Bank or by the Fund of guarantee. The bid bond will be denominated in Algerian Dinars.

For foreign tenderer, the bid bond guarantee will be constituted by an Algerian Bank and covered by a counter-guarantee issued by a first-class bank of the country of the tenderer. The bid bond guarantee will be denominated in Euros or US Dollars.
