On October 28th 2025 at 03:00 p.m utmost, by any interested tenderer, in return of the presentation of a copy of the electronic trade register in the activity field, the wet stamp of the tenderer, a delegation of power in case of a mandated person, signed by the first responsible and the payment voucher of a nonrefundable sum of 10.000.00 DZD concerning Algerian tenderers, by bank transfer into SONATRACH account N°002 000 81 08 122 000 80/14 opened in the External Bank of Algeria (BEA) El Djamel 81 Agency or 70.00 € concerning foreign ones, by bank transfer into BEA account, Agency Djenane El Malik Hydra Algiers, N° 00 2000 05050 3264 12459.
Proof of payments relating to the withdrawal of the DAO (Bank notices/Cash payment slip) must be established in the name of the tenderer and bearing the references of the specifications.
The tender mode in a single stage applies to the present invitation to tender.

The technical offers are accompanied by a submission guarantee denominated in Algerian dinars for Algerian tenderers. For foreign ones, it is issued by banks under Algerian law covered by counter-guarantees issued by first-rate foreign banks of 250,000.00 DZD for the Algerian tenderers or the equivalent of the amount in foreign currency issued by an Algerian bank counter-guaranteed by a first-rate foreign bank for foreign tenderers, the validity period of which is equal to the validity period of the offers, i.e. 180 days, with an additional period of 30 calendar days as of the date of opening of the technical offers.
Algerian microenterprises created under the ANADE system are exempt from the requirement to provide a submission guarantee.
The submission guarantee may be submitted by interested tenderers on the day the technical offers are opened.
If the last day of the offer’s submission deadline coincides with a public holiday, the deadline will be extended to the next working day.
The technical offers will be opened in the presence of the tenderer's representative(s) who so wish, at the opening session to be held at the address indicated in the invitation letter, no later than 10:00 a.m. on December 4th , 2025.
The envelopes containing the financial offers will be opened and examined in the presence of the tenderers who wish to attend or their duly authorized representatives at the financial offer opening session, which will take place on the date, at the time, and at the address mentioned in the invitation, which will be sent only to tenderers whose technical offers are declared compliant with the requirements of the Tender Documents.
Tenderers will remain engaged to their offers for a period of 180 calendar days as of the date of opening of the technical offers.
