The joint-stock company Tahlyat Myah Magtaa, abridged “TMM Spa” issues this national and international restricted invitation to tender for:

Supply of services of studies, council, EPC engineering follow-up, selecting entrepreneur and exploitation and managing the EPC activities of the rehabilitation works of the seawater desalination factory of Magtaa 500 000 M3/d

This notice is EXCLUSIVELY addressed to the companies that are specialized in the studies, council, EPC engineering follow-up, selecting entrepreneur and exploitation and managing the EPC activities of the rehabilitation works of the seawater desalination factory.

The tenderers that are interested in this notice may withdraw the specifications at:

In return of a payment voucher with an amount of 1000 USD for the foreign companies and 100 000 DZD for the Algerian ones, to the company’s bank account n° 001 00634 0300600447 49, open at the National Bank of Algeria, Agency 634, located at: 12, Route de Meftah, Zone Industrielle Oued Smar- Algiers, Algeria, and on presentation of a copy of the trade register and a mandate of the person in charge of withdrawing the specifications.

The companies that are interested in this invitation to tender and cannot travel to withdraw the specifications may receive it by email in return of the transmission of the payment voucher with the amount mentioned above, a copy of the trade register and a mandate for the specifications sending address owner at the following address: stm@tmm-spa.dz.

NB: The amount representing the specifications’ withdrawal fees is not, at any case, repayable.

The submission procedure is constituted of 02 distinct steps:

1^st Step- Technical Offer:

The tenderer must submit in the first step a technical offer with no reference to the price, accompanied by the documents required in the specifications.

These offers must be deposited, in return of an acknowledgment receipt, in a sealed double envelope in three copies. The external envelope must be anonymous and carries only the following mentions:

Every offer, technical and financial, must be addressed to:

The internal envelope must mention the name and address of the tenderer.

The technical offers’ submission deadline is fixed at 45 days as of the date of publication of this notice in the Baosem, the offer’s acknowledgment receipt makes valid.

2nd Step- Financial offer:

The tenderers whose technical offers have been selected shall be invited to submit their financial offers in a sealed double envelope, in return of an acknowledgment receipt. The external envelope must be anonymous and carries only the following mention:

N° 006/DT/TMM/2021 - Offre Financière - à ne pas ouvrir

The internal envelope must carry the name and address of the tenderer.

The tenderers must attach with the content of their offers a submission bail (the offer’s guarantee) with an amount of 75 000 USD for the foreign companies and

10 000 000 DZD for the Algerian ones.

The validity duration of the submission bail is equal to the validity duration of the offers, that is 120 calendar days, assorted by an additional period of 30 calendar days.

The tenderers keep engaged to their offers for a period of 120 calendar days as of the date of the offers’ public opening.
