La Société Algérienne de Stimulation, Cimentation et Fracturation de Puits Pétroliers ALSCiF Spa, LA CADAT, Claude ROYAS N°65, les Sources, Bir Moured Rais,Alger, launches a notice of an opened National and International Call for tender in one stage, for the:

This call for tenders is open to manufacturers and representatives of manufacturers of pumping units with a minimum of fifteen (15) years international experience. Similar contracts must be attached to each bidder's technical proposal.

The tenderers interested in the present notice of call for tender can withdraw the Specifications upon publication by the bulletin of the Calls for tender of the sector of the Energy and Mines (BAOSEM) from the Procurement Department ALSCiF EX BJSP- Oued Irara- HASSI MESSAOUD- OUARGLA against presentation of a documentary evidence of payment of Fifty (50 euro) for the foreign incorporated tenderers and Five thousands Dinars (5000,00 DA), and a copy of the commercial register. (The Banking notice or slips cash payments are mandatory labels to the bidder's name) for the national incorporated tenderers to the account of ALSCiF to one of the following accounts:

The two-stage bidding process applies to this call for tenders.

In the first stage, bidders must submit only their technical bids.

To preserve the integrity of the process, the technical bid must be submitted in a sealed envelope, bearing the information specified in the specifications, in two (02) copies (original + copy), plus one (01) electronic copy (USB key), and sent by post or delivered by courier to the following address:

In Two (02) stages

Bidders must indicate their names and postal addresses, telephone numbers, and/or email addresses on the inner envelope.

No changes to the technical bid will be accepted after the deadline for submission of bids.

The deadline for receipt of bids is set at forty-five (45) days from the date of publication of this notice in the BAOSEM.

Any bid received by the ALSCiF “BOG” after 4:00 p.m. on the deadline date for submission of bids will be considered null and void.

The closing date for the withdrawal of the tender dossier is set at five (05) days before the deadline for the submission of bids.

No other date will be taken into consideration.

Any bid received after this deadline will be considered null and void.

The exact date of the committee meeting (COP) will be communicated to bidders in due course.

 Bidders are also informed that any envelope received after the opening of bids, even if sent before the deadline for submission of bids, will be considered as not received and therefore rejected.

 The opening of bids will be held in a public session to which bidders or their duly authorized representatives will be invited.

In the second stage, bidders whose technical bids are deemed compliant will be invited to submit a financial bid within a deadline to be set by ALSCiF. .

Bidders shall remain bound by their bids for a period of one hundred and eighty (180) days from the date of opening of bids.

The tenderer must include a tender bond (bid bond) in the envelope containing the technical bid for the three (03) lots, in the amount of:

For foreign tenderers:

Two hundred and fifty thousand US dollars (250,000.00 USD); issued by a bank incorporated under Algerian law and counter-guaranteed by a first-class foreign bank, in favour of ALSCIF; Head Office; Bp 208. Hassi Mssaoud – Ouargla-ALGERIA.

For Algerian Bidders:

Thirty-five million Algerian dinars (35,000,000.00 AD), by an Algerian bank, in favour of ALSCIF; Head Office; Bp 208. Hassi Messaoud; Ouargla.

 For the bidder who is awarded the contract, this bond will be released upon signature of the Contract or, at the latest, on the expiry date of the bond's validity.

This bond shall be valid for one hundred and eighty (180) days from the date of opening of the technical bids.

 Bidders shall remain bound by their bids for a period of one hundred and eighty (180) days from the date of opening of the technical bids.
