AVIS D’ATTRIBUTION PROVISOIRE DU MARCHÉ

DAO N°01/GP2Z/T/2021

Conformément aux dispositions de la réglementation des marchés applicable à SONATRACH, le Complexe GP2Z, informe l’ensemble des soumissionnaires ayant participé à l’Appel d’Offres National et International Restreint en une seule étape DAO N°01/GP2Z/T/2021 ayant pour objet « L’acquisition de cinquante-quatre (54) faisceaux tubulaires pour aéroréfrigerants pour le complexe GP2Z ».

Cet appel d’offres a obtenu le visa de conformité par la CMA/LRP N°07/2021 du 17/03/2021 avec des réserves non suspensives suite au premier examen du dossier d’appel d’offres suscité.

L’Appel d’Offres a été publié en date du 05/04/2021 au BAOSEM N°1868 avec une date limite initiale de réception des offres fixée au 03/06/2021, puis a fait l’objet de deux (02) prorogations de délais détaillées comme suite :

La première prorogation de délai de dix (10) jours calendaires à compter du 04/06/2021, publié au BAOSEM N°1893 du 16/06/2021 et dont la date limite a été reconduite au 13/06/2021 ;

La deuxième prorogation de délai de Huit (08) jours calendaires à compter du 14/06/2021 publié au le BAOSEM N°1895 du 22/06/2021 et dont la date limite a été reconduite au 21/06/2021.

Pour lequel, l’Ouverture des Plis (Offres Techniques) par la COP/GP2Z a eu lieu en date du 29/06/2021 et l’Ouverture des Offres financières a eu lieu le 15/12/2021

Que le marché est attribué provisoirement au soumissionnaire ASTRA REFRIGERANT SRL pour un montant global en hors taxes soit :

Trois millions cinq cent quatre-vingt mille huit cent Euros en H.T « 3 580 800,00 € »

Les soumissionnaires qui contestent le choix opéré par la Structure Contractante, peuvent introduire un recours dans les cinq (05) jours ouvrables à compter de la date de la publication de l’avis d’attribution provisoire du marché au BAOSEM auprès du :

Provisional Contract Awarding

N° 01/GP2Z/T/2021

In compliance with the dispositions of the contracts’ regulation applied by Sonatrach, GP2Z Complex informs all the tenderers having participated in the national and international restricted invitation to tender in a single step N° 01/GP2Z/T/2021, regarding:

Acquisition of 54 tube bundles for air cooler for GP2Z Complex

This invitation to tender has obtained the conformity visa by the CMA/LRP N° 07/2021 of March, 17^th 2021, with non-suspensive reservations following the first examination of the dossier mentioned above.

This invitation to tender has been published on April, 05^th 2021 in the Baosem n° 1868, with a deadline of the offers’ submission on June, 03^rd 2021, then was a subject of 02 extensions of deadline as follows:

First extension of deadline of 10 calendar days as of June, 04^th 2021, published in the Baosem n° 1893 of June, 16^th 2021, in which the deadline was postponed to June, 13^th 2021;

Second extension of deadline of 08 calendar days as of June, 14^th 2021, published in the Baosem n° 1895 of June, 22^nd 2021, in which the deadline was postponed to June, 21^st 2021.

For which, the offers’ opening session (technical offers) took place on June, 29^th 2021, and the financial offers’ opening session took place on December, 15^th 2021

That:

The contract has been provisionally awarded to the tenderer ASTRA REFRIGERANT SRL for a global amount, Duty Free, of:

3 580 800.00 € (Three million, five hundred and eighty thousand and eight hundred euros)

The tenderers questioning the choice operated by the Contracting Structure may introduce recourse in a delay of 05 workdays as of the date of publication of this provisional contract awarding in the Baosem, nearby:
