No later than Forty-Five (45) days from the date of publication in BAOSEM, by any interested candidate, against submission of a power of attorney to withdraw the Call for Tenders file for the authorized persons, a copy of the commercial register as well as proof of transfer of a non-refundable sum of Five Thousand Algerian Dinars (5000 DZD), for companies under Algerian law and Thirty (30) Euros for companies under foreign law.
Payment will be made by transfer to the External Bank of Algeria - Agency 70 Arzew, under the number: External Bank of Algeria Site SONATRACH - Arzew Account BEA 002 00070 0702200274 65.
The payment receipts for the withdrawal of the tender documents must be made out in the name of the company wishing to withdraw the tender documents and must bear the following mention: "Withdrawal Tender File N° 08/SH/LQS/INV/RGZ/2023.
The bidding mode in Two (02) stages applies to this call for Tenders
Under the first stage of this call for tenders, the technical offers without any price indication must be submitted in envelopes, no later than Sixty (60) days from the date of publication in BAOSEM, at the address below:

The technical offers are accompanied by a bid guarantee Seven Thousand Dollars US (7 000 USD) or the equivalent of another convertible foreign currency for bidders under foreign law and One Million Algerian Dinars (1 000 000 DZD) for tenderers governed by Algerian law, the validity period of which is equal to the validity period of the tenders, i.e. One Hundred and Eighty (180) days, plus an additional period of 30 calendar days.
If the last day of the deadline for submission of tenders coincides with a public holiday, the date will be postponed to the next working day.
The bid guarantee can be submitted by interested candidates on the day of the opening of the bids for the technical offers.
Tenderers whose technical offers have been declared compliant will be invited to submit a financial offer. The bids under the first stage will be opened in the presence of the representative(s) of the Bidders who so wish, at the opening session which will take place at the address and on the date mentioned in the invitation letter.
Bids containing financial offers will be opened in the presence of the representative(s) of the Bidders who so wish at the opening session which will take place at the address takes place on the date, time and address indicated in the invitation to attend the bid opening session containing the financial offers.
The Consultants will remain committed by their offer for a period of One Hundred And Eighty (180) calendar days from the deadline for submission of technical offers. The duration can be extended.
