GCB Company- Water Treatment Directorate, located at: Lot N° 08 GRP N° 02 Dar El Beida W. Alger /Algeria, issues a national and international restricted invitation to tender regarding:

Offshore works for the project of seawater desalination plant Cap Blanc Oran, with a capacity of 300,000 m³/d

Only the tenderers having realized two similar projects may participated and withdrawn the specifications at the following address:

As soon as this notice is published in the Baosem, in return of the presentation of an accreditation letter and the payment of a nonrefundable amount of:

- 5000 DZD for the Algerian tenderers in GCB bank account at BEA Boumerdes Agency 111 located at, Bloc A Oued Tatareg Boumerdes N° 002 00111 1112200294 53

- 50 € for the foreign tenderers in GCB bank account at BEA N° 002 00082 8212000011-92 Agency Rouïba El Kenz.

The submission mode in two steps applies to this invitation to tender.

1^st Step: technical offer

The tenderers must submit in the first step the technical offer with no reference to the price, accompanied by the documents required in the specifications.

In this invitation to tender, the technical offers with no reference to the price must be accompanied by a submission bail:

For the Algerian tenderers: with an amount of 38 000 000 DZD

For the foreign tenderers: 175 000 €

With a validity duration that is equal to the offers’ validity duration; that is 180 days assorted by an additional period of 30 calendar days.

These offers must be deposited in return of an acknowledgment receipt in a sealed double fold in 02 copies, at the address:

The external fold must be anonymous and carries the following mention:

N° 01/JUR/EXP/DWT/GCB/2023, portant sur :

Réalisation des travaux maritimes (off-shore) du projet usine de dessalement de l’eau de mer a cap blanc Oran d’une capacité de 300 000 m³/j

The deadline of the offers’ submission, by the tenderers or their representatives duly mandated, is fixed in 30 days as of the date of the first publication of this invitation to tender in the Baosem.

The folds’ opening time and date shall be communicated eventually to the tenderers.

The folds containing the technical offers shall be opened and examined in the presence of the tenderers or their representatives who would like to attend the opening session that shall take place at the address: GCB – Head Office: Prolongement de l’ALN, BP 110 Boumerdes.

2^nd Step: financial offer

The tenderers that are selected at the technical phase are invited to present their financial offers at the financial offers’ opening session, at the date, time and address indicated in the invitation letter.

The contracting structure may decide to terminate the tendering process at any time prior to the final contract awarding.
