EPE FERTIAL Jsc, Algerian Fertilizer Company, Annaba Industrial Pole, represented by its Technical Department, BP 3088 Route des salines 23000 Annaba, Algeria, issues an International Invitation to Tender N°005/DT/DEE/2025 regarding:

Supply and Related services:

Supply of catalysts for reactors 102D/104D-HTS/106D, alumina pellets, and technical support services (Ammonia Unit), detailed as follows:

The two desulfurization catalysts (hydrogenation + desulfurization) for natural gas in reactor 102D.

The high-temperature (HTS) CO conversion catalyst to CO2 in reactor 104D-HTS.

The methanation catalyst for the conversion of CO and CO2 to CH4 in reactor 106D.

Eligibility Requirements for submission:

Technical and professional capabilities:

The tenderer must demonstrate at least ten (10) years of experience in the manufacturing and/or marketing of catalysts, providing references supported by performance certificates.

The tenderer must also provide documentation confirming that they are a supplier of catalysts for 102D/104D-HTS/106D reactor systems and alumina beads for at least ten (10) similar units.

Financial Capacity:

The tenderer must have sufficient financial capacity to execute the contract covered by this tender document without difficulty.

The tender document can be obtained from the Procurement Department of the FERTIAL Industrial Park in Annaba via email by any interested tenderer or their duly authorized representative, at dao-annaba@fertial-dz.com, no later than (30) calendar days as of the date of first publication of this notice on the BAOSEM, before 4:00 PM Algerian local time.  A ​​non-refundable fee of seventy (70.00) Euros or equivalent must be paid by foreign tenderers, along with an electronic copy of a certificate of registration from the commercial register, including the business activity code.

The validity period of the submission bail is equal to the validity period of the offers, plus an additional period of (30) days.

Payment must be made by bank transfer to the Fertial Annaba bank account at Banque Extérieure d’Algérie Agence ANNABA 077 sise à la Route des salines ANNABA 23012 Algérie:

To receive the tender file, the interested tenderer must submit the following documents by email to the address indicated above:

A copy of the payment receipt or bank statement confirming payment of the tender document fee;

The authorization letter for the representatives of the bidding company;

A copy of the company's business registration certificate.

The proof of payment for the tender document fee (70.00 Euros) – bank statement or cash deposit slip – must be issued in the name of the tenderer.

The single-stage submission process applies to this international invitation to tender.

For this invitation to tender, submissions (technical offers without price details and financial ones) must be submitted in triplicate, in two separate sealed envelopes, placed inside a single, sealed, anonymous outer envelope marked "Do not open" and clearly indicating the tender reference number (Ref. No. 005/DT/DEE/2025).  This sealed outer envelope must be delivered or sent to the following address:

Any submission received at the Procurement Department office of the Annaba Industrial Pole after the date specified below, whether submitted in person or by mail, will be considered invalid and will be automatically rejected. The deadline for requesting the tender file is (30) calendar days as of the date of publication of this restricted international tender notice in the BAOSEM (the publication date is included).

The period for preparing offers is set at 30 calendar days as of the closing date for requesting the tender file.

The deadline for submission of offers is 60 calendar days before 4:00 PM (local time in Annaba, Algeria), starting from the date of publication of this tender notice in the BAOSEM (the publication date is included).

If the last day of the offer’s submission deadline coincides with a public holiday and/or a weekend, offers may be submitted on the following working day.

Note: The name and surname, as well as the expected arrival date of the person delivering the offer, must be communicated 48 hours in advance to the email address: dao-annaba@fertial-dz.com

offers must be accompanied by a submission bail of (10,000.00 Euros) or the equivalent in foreign currency.

tenderers will remain engaged to their offer for a period of (120) calendar days as of the date of opening of the technical offers, with an additional extension period of (30) calendar days.

FERTIAL Jsc may request the tenderers to extend the validity period of their offers.

The exact date of the submission opening session will be communicated to the tenderers in due time.

No modifications to the technical or financial offer will be accepted after the submission deadline.

All costs incurred in preparing the offer submission documents and/or any additional documents that may be requested by Annaba Industrial Pole during the evaluation process are the sole responsibility of the tenderer.

The technical offers will be evaluated by a technical offers’ evaluation committee from Annaba Industrial Pole, without the presence of the tenderers.

tenderers whose technical offers are deemed compliant will be invited to attend the financial offers’ opening and evaluation session, which will take place at the following address:

The exact date and time will be communicated in the invitation emails sent only to those tenderers participating in this invitation to tender whose technical proposals have been deemed compliant with the requirements of the Tender file.

Any request for clarification regarding the present invitation to tender must be submitted at least ten (10) days before the submission deadline to the email address: dao-annaba@fertial-dz.com
