Everything you need to know to find, understand and win public and private tender notices in Algeria.
Public procurement in Algeria represents a major economic lever for both domestic and international companies. Each year, thousands of tender notices are published by public administrations, hospitals, universities, state-owned economic enterprises (EPE) and local authorities. Whether you are an SME, an engineering firm or a large company, understanding how Algerian public procurement works is essential to grow your business and win new contracts.
This comprehensive guide presents the legal framework, the different types of contracts, the official publication channels, and most importantly how RhinoTenders ensures you never miss an opportunity.
Public procurement regulation in Algeria is mainly governed by Presidential Decree No. 15-247 of 16 September 2015, regulating public contracts and public service delegations. This founding text defines the rules for awarding, executing and monitoring contracts concluded by State contracting authorities.
The ARMP (Autorité de Régulation des Marchés Publics) is the body responsible for ensuring compliance with the regulations. It plays a regulatory, advisory and appeal role for economic operators. The ARMP regularly publishes guides and interpretative opinions that inform public procurement practices.
The public procurement code defines financial thresholds that determine the applicable procedure. Below certain amounts, contracting authorities may resort to consultation or simple direct award. Above these thresholds, an open tender (national or international) becomes mandatory, ensuring broader and more transparent competition.
Tender notices in Algeria are published through several official channels. The multiplicity of these sources makes manual monitoring extremely time-consuming for companies.
The BOMOP is the official bulletin that lists all tender notices, awards and cancellations of public operator contracts. It is the most comprehensive source for the contracts of administrations and public companies.
Learn more about BOMOPThe BAOSEM is specifically dedicated to tender notices in the energy and mining sector: Sonatrach, Sonelgaz, ALNAFT, and all companies under the supervision of the Ministry of Energy.
Learn more about BAOSEMRegulations require tender notices to be published in at least two national daily newspapers. In practice, more than 150 newspapers (El Moudjahid, Echorouk, El Watan, El Khabar, Horizons, Le Soir d'Algérie, La Tribune, Liberté, etc.) publish contract notices.
Many public institutions and state-owned economic enterprises publish their tender notices directly on their own websites (Sonelgaz, Sonatrach, AADL, OPGI, universities, hospitals, etc.).
Step 1
The first step is to identify the tender notices relevant to your business. This is where RhinoTenders comes in: our platform aggregates daily all tender notices published in the BOMOP, the BAOSEM, more than 150 newspapers and dozens of public buyer websites.
Step 2
Once the tender notice has been identified, you must obtain the specifications from the contracting authority. This document details the technical specifications, participation conditions, schedule and evaluation criteria.
Step 3
The bid file generally includes the technical offer (technical memorandum, references, human and material resources), the financial offer (price schedule, estimated breakdown), the administrative documents (trade register, tax certificate, CNAS, CASNOS, etc.) and the bid bond (bank guarantee).
Step 4
The bid must be submitted in a sealed envelope before the deadline set in the tender notice. Any delay results in automatic rejection of the bid.
Step 5
Bids are evaluated by an envelope-opening and offer-evaluation commission. The provisional award is published, followed by a 10-day appeal period before the final award.
